Is "Dragon Balls" from Harry Potter a reference to Dragonball?

I don't believe so, they are totally different. I think in Harry Potter, it's a little more litteral.

Don't think so, but, on an interesting side note, in Tanya Grotter - a russian series of books that was supposed to be a HP plagiarism (actually only the first and parts of the second book - out of 13 - really are a plagiarism, others definately aren't) - there's a game called драконбол (the transliteration would be drakonbol - as though fonetically writing DragonBall). драконбол is more or less the equivalent of quidditch - it is also played in the air, but the majority of characters don't fly on brooms but on an asortment of crazy stuff - the main character, Tanya, flies on a Double-Bass, some other character on a vacuum-cleaner etc... Also there are no balls (contrary to the name), but there are, if I remember correctly, 5 magical swords that a team has to throw into the mouth of opposing team's dragon (yes, there are dragons) in order to win. Wait, what? It's been a few years since I've read the books, and I haven't seen any of the movies since Order of the Phoenix, but where the heck are there Dragon Balls in Harry Potter?
