What is Dr. Raichi from?

What is Dr. Raichi from?

The great Tsufurian Dr. Raichi is found so many times in the daizenshuu. Who is he, what's he from, and why is he considered canon? I'm assuming a filler episode of some sort in Z?

He's the evil scientist-type enemy in the Playdia Feature.

He's the villian in the PlayDia game, "The Plan to Destroy the Saiyajin," Incorrectly called an OVA by many.

Oh yeah! I never thought of that... would this take place during the same time as movie 8? Mentions of the machine, etc, are in the chronology of Daizenshuu 7, and Raichi and the machine have their own entries in the bios and items sections.

I think Broli is mentioned in the feature somewhere, so it would be after Movie 8.
