Did Akira Toriyama draw the kanzenban covers?

No, we have never seen Kibito in full colors in the manga. But Kaioshin had mostly the same colors in the anime. Rou Kaioshin was given the same color as Kaioshin in the anime, however he originally had a pale color.

Can't recall if there are any color pages w/ Kaioshin, but he does appear on one of the tankobon covers:

I think we can chalk this up to Toriyama's "by the seat of his pants" philosophy as discussed in the recent process podcast :D
