I don't think he had any involvement whatsoever. There was no new story or character designs, so he wouldn't have been necessary for anything.

Yeah I think some us Kai fans in general would like to say he had some involvement but...yeah. DevilsCorpse pretty much nailed it I assume.

I've not seen any proof of Toriyama actually being involved with Dragon Ball Kai, just internet information, no videos as evidence of Mr. Toriyama about Kai.
Perhaps Toei Animation decided to use "Akira Toriyama / involved / true vision / manga" and whatever to make fans feel better about this 'newer' DBZ anime-manga version.
