Frieza Soldier?
Why did they even waste time with this character if the name given was Freeza Soldier?

They needed more variation in mooks for the story mode beyond "Kewi" and "Kewi palette swap".

When I first played Tenkaichi Budokai 3, I wanted to know that, as well. I want to know it now as well. "Bad Guy" would at least be funny compared to "Freeza Soldier".
Did they not have the license or authority to change the name to something unique?

But he's not unique. There were at least 10 of him, and another 10 of his alternate brown-fish-head costume, on screen at any given time during all the final scenes in space from the Bardock special. lol

I gotta agree. I can't help but think that if they DID give him a different name, you'd be saying that they had no right to give him a name where he didn't originally have one.

I never minded Frieza soldier. It was cool how the character itself would change if you had a team of a few of em. Sometimes my buddies and I would have face offs with groups of Frieza soldiers pretending as if Vegeta's rebellion actually had more supporters then just Vegeta

To be honest, in Sparking! METEOR, I think they just picked characters out of a bag. It's, like, the only game where you get to play as such minor and/or non-fighting characters as Arale and Bobbodi.

"Dragon Ball DS 2" and "Tenka'ichi Dai-bōken" both had Arale, because she's a relevant and important character at those points in the series they cover. I see nothing wrong with "METEOR" including her if they also also including Blue, the major villain she encounters.

Arale-chan Vs. Vegeta/Freeza/Cell/Boo would probably be pretty quick and make the DBZ series last less than 10 episodes or so. Who knows.

I didn't say that there was anything wrong with Sparking! General Blue, on the other hand, is a major villain in the Red Ribbon Army arc.
