Not really. Vegeta used it against Gohan as an Oozaru. Freeza also his own homming version. Additionally, later No.18 and Goku also used it in the Boo saga. According to my timeline, Goku would have been killed by Vegeta. With Goku already dead, why would Dr. Gero need to awaken any of the Jinzo-ningen, let alone finish developing them? Plus, with Goku dead, Piccolo sealed away, Vegeta off-world, and Freeza and King Cold defeated by the newly immortal Vegeta, how could Dr. Gero collect all the cells he needed to create Cell? Also, since there would be no Trunks, it makes sense to assume that there would be no capsule Time Machine. Hence, when Cell is finished growing in the future, there would be no way for him to return to the past. Additionally, as the future of Earth would be wildly different anyway (read the later parts of my scenario), who's to say that he wasn't destroyed in his embryonic state by someone or something else?Hellspawn28 wrote:I think #17 and #18 would still have been made since Dr. Gero wanted revenge on Goku. Dr. Gero started his Artificial Human project before he knew of Goku, and he would still desire to conquer the world. So I think he would still built No.17, 18 and the others.

He started the project before he knew Goku, but he only created #'s 16-20 (and 13-15, if you want to canonize that movie) AFTER Goku destroyed the Red Ribbon Army. Dr. Gero even says that he created his "androids" to get revenge on Goku. Regardless, even if Dr. Gero decided to awaken the Jinzo-ningen regardless of Goku's demise, he would only hold dominion over Earth until Babidi showed up and awakened Buu.

Like the Daizenshuu says, in Trunks's future there wasn't enough life to revive Majin Boo so Babidi moved to another planet.
Nevertheless, if I remember correctly we are talking about Goku dying when Raditz arrived. At this point Dr. Gero would already be very advanced in his project, since this is 6 years before the Androids saga. And the Makankousappou killing Goku, or he spending a whole year in Yadrat didn't stopped Dr. Gero.
