I was wondering why Piccolo was surprised when Cell first used the Kamehameha but not at all when he used the Makankosappo before?
Also why did Akira used a third timeline for Cell and made the story unecessarily complicated if he could simply used the Cell Trunks and Krillin killed when they blew up Dr. Gero's computer.
Would like to read your thoughts.

If I saw a character use a special technique that I (speaking for Piccolo) came up with, I'd be surprised. If I also saw the same guy use a technique that just about all the good guys know, then I'd shit bricks. Guess it just clicked with him.
Cell from Future Trunks' timeline wasn't ready yet - or it was and wasn't matured completely. The one from the present wasn't even out of the tube yet. Therefore, there needed to be on from farther in the future that was matured enough to carry out these deeds in the present - thus a third timeline.

If you removed everything in a story that was "unnecessarily complicated", it might become boring. As Bussani says, in the manga, the first attack performed by Cell is the Kamehameha, and I don't recall him using the Makankosappo at any point.
As for using the Cell that Trunks and Kuririn found and destroyed, as you could see when they found him, it was still at a very early stage in its development, and if we go by Trunks's timeline, he didn't reach a mature enough state to go out and begin hunting #17 and #18 for at least two decades from that point. Toriyama would likely have needed some other "unnecessarily complicated" plot device to explain why Cell was able to grow into an adult form so quickly, yet there was no indication of him in Trunks's timeline.

Present Cell still had 24 years yet to mature.
