Dragon Ball Z: Budokai Tenkaichi 4 does technically exist:

The best thing about Raging Blast was the customization and the DLC characters' packs, especially Gohan's Super Saiyan, Gohan SSJ from the DLC has grey hair and something else.. Can't remember because I haven't played the game in months.

RB had less characters when the Sparking games are known it's huge character section. So I won't call it Tenkaichi 4.

While it's not the Tenkaichi 4 everyone wanted, it is technically Tenkaichi 4. Same team and essentially the same gameplay; they just changed a few things(for the sake of changing things) threw a new coat of paint on it and tried to sell it to us again under a different name. Nobody was fooled and we've been spiraling downwards ever since.

The Sparking games feel like what happens when you have great or good idea but never complete them. I was glad that they added move/attack customization in the series, RB2 let get back to that but the story mode without the cut scenes was weird maybe a arcade mode like Super DBZ with you unlocking stuff based on the character and how you finish the battle but the but giving fans an anime special was nice. UT, character creation left much to be desired but they went overboard on the gameplay.

Not necessarily, some things were changed intentionally and were well worth the change. The battle system in fact was better, and it just lacked some more jazz and adequacy, which is probably because of time. They could have made some decent improvements, however RB2 just effed it all up. They thought, for some reason I can't understand, that 'long' combos makes the battle system suddenly better. I would like to argue that, but I don't know enough about BT2 since it's been years that I've played it (not implying that I think BT2 isn't better, but I'm wondering by just how much). Although, even though I don't think RB is a very good game, I think some of the hate garnered towards it is unjustified (then again, the last time I probably played it was a year ago, I borrowed it away for BL ages ago now). Oh, all these arguments are the same crap I saw back in the days of the Tenkaichi games. Back then, even after the release of Tenkaichi 3, everyone still hated the damn series and glorified the Budokai games. Then the next series of games came out, Burst Limit, Raging Blast et al. However once the new generation was out, everyone glorified the previous generation (Tenkaichi) and as such the cycle was complete.
I called this back then but the hate for Tenkaichi 3 was so strong I actually doubted myself a fair bit but now, several years later I'm glad I was right. Raging Blast 2 is easily better than Tenkaichi 3 in almost all aspects and has rendered the game unplayable to myself as it's clunky, slow and generally boring, you can't customise anything and every battle feels the same as the last. In Raging Blast 2 you have the ability to at least change your character's loadouts and the flashy, quick paced gameplay makes it more appealing and more enjoyable than Tenkaichi 3.
It does make me wonder though, if, in the next few years everyone's talking about how good Raging Blast 2 was. Funnily enough, after Ultimate Tenkaichi people immediately wanted the system they'd be complaining about for two years.
However if you still regularly play Tenkaichi 3 and Raging Blast 2 (as I try to) I'd love to hear some of these arguments and hopefully there'll be more than "well, you can do this one combo in Tenkaichi 3 that you can't do in Raging Blast!" because that barely passes as a valid complaint.

Raging Blast 1 had the worst unlocking system of the fighting games.
BT3 bloated its character list with that beginning, middle and end stuff when those are better served as customizable movesets and alternate costumes than separate characters.
Back in the day it was BT3 vs B3. BT3 got glorified when Bust Limit came out because of the difference in character amounts and the story mode not having Buu Saga.
