Red Ribbon Army isn't in there (I've rewatched that episode recently), but you're sort of right about Mezase Tenkaichi. The first time it shows up, only the intro plays at the end of an episode, and that was kept. When the song plays in a more complete form (preliminary rounds, Goku vs. Jackie Chun and Goku vs. Kuririn, IIRC) it's cut every time.

The Red Ribbon song that plays as Goku is flying towards his final confrontation with Commander Red plays (with singing in Japanese), but it has narration over the top. I can kinda see why. It's just a 4 minute sequence of everyone looking determined while a song plays in the background, and if the kids watching can't understand the lyrics...

I'd have preferred them to dub the song, or maybe put up subtitles, but at least it was left in that time.

That's "Moeru Heart De." "Red Ribbon Army" is a different song that plays when General Blue is preparing his forces to attack Kame House.
