I know
how much you dislike additional letters in the titles, but I think you should stop calling all of those games without
Z or
GT out of your desire. It is nothing but confusing and meaningless.
To get back on topic:
Budokai 3 is the best to me. Tenkaichi series do have GT stuff and it's kind of well-treated in 3, but I personally feel that the Budokai staff likes GT more than the Tenkaichi staff does. I can't logically explain why, though.

To be fair to him, Final Bout was rebranded as GT for the re-release.

Final Bout no doubt for me. The only game that has adult GT Goku and his SSJ form. And new planet Tsufuru.
GT Trunks was there as well. Overall my favorite GT game.

My favorite is Budokai 3 (though I haven't got much time in IW which I would probably like better) and my second would be Tenkaichi 3.

Final Bout was always known as Dragon Ball GT: Final Bout in America. Both in the 97 and 04 releases. And yeah I think it was only in the US that it had GT in the name.

Well, if the question is simply "Which is the best Dragon Ball GT game?" the answer is simple. "Dragon Ball GT: Transformation", since it remains the only game branded under the Dragon Ball GT name.
If the question is about which game does the best job to tell the GT story and with a functional gameplay (Transformation and Final Bout go out the window right there) I'd have to go with Infinite World and Sparking Meteor, although Infinite World does a much better job overall.

As a GT aspect, I think they're tied. While Infinite World explains better, it doesn't have Nova Shenron for unexplained reasons.

Also doesn't have Uub for unexplained reasons, given that Baby's only form in the game is the one he fights as well.
I think they end up being tied only because of how much both lack. Infinite World has more story but less characters, and Sparking Meteor has less story, but with most of the key characters.

I think it was due to make people play the "Mission 100" more. But it was a bad trade, since I liked the BT2 story.

Infinite World has GT Vegeta, which is a pretty huge plus.
Especially since BT3 already had a GT Vegeta model for Baby's first form, but didn't slap two recolors on it for GT Vegeta base and SS, then tie into SS4.

Infinite World for me and BT3, only thing I missed in BT3 were GT Vegeta and Trunks' GT outfit as alternate costume
