Master's Skills in DBZ: Sparking

I just have to ask what the Master's Skills item is supposed to do. All the FAQs I've found talk about it and what you have to do to get it (fusing Miracle and Dragon Power etc), but they never say what it's actually for.

Me, I'm just hoping it'll finally balance me out with the CPU. I've been going through Super Warrior 100 Battle with Yamcha and I've got him ranked at 15, but I can't figure out for the life of me why the CPU Ranked-at-14 Yamcha has twice as much attack and defense power than I do and my stats are maxed out. At first I thought it was just the game designers levying the other characters' power against Yamcha until I fought his CPU alter ego.

I ask because I'd rather not gather all 7 Dragonballs repeatedly to unlock the remaining hidden characters which I don't really care about just so I can go through Warrior Training to get the items for a fusion that will ultimately be a waste of time.

If I remember correctly, it ads 1 point in the search option (to find your opponent) and 1 homing dragon (or a simular name). The homing dragon helps to reattack your oponent when he is punched away (you can then fly at him).

Hope you understand and I hope this is correct (been a long time since I played this game).
