My guess would be: Space Pod (Kill all humans), Vegeta (Don't kill the governor) and Raditz (Keep calm little brother).

In the French version it says "Don't kill this leader". So, probably some random leader from some random planet.

I'm not sure if he snapped or if he just lost his patience with all the orders his been given and is about to go against his latest "not kill the kid".

Right. So considering that, I don't see what the desired affect is. We've already been through the shock and awe of (a) Pan dying.

I think I get what Kakarot is saying but it's still a little confusing. Hopefully they'll fix his dialogue so it's more clear.

Yeah, now that you mention it...I think I may have decoded it. Kinda. With strong guessing based on what we have here.

"I killed them all, in your place! They are there, I remember these two! I have pursued them for years! And him..."

Should be something more like...

"I killed them all, without any of your help!" Referring to humans, and then Vegeta and the other Saiyans, probably. "Those two over there, I remember them! I pursued them for years!" That'd be talking about Yamucha and Tenshinhan...though it's probably more like THEY pursued HIM, based on what we saw in the special. "And him..." must be something to do with Kuririn, who we didn't see how that worked out in the special.

It's sad that we have to decode a translation. I really wish they'd get someone better.
