Strange, I understand the line with my first read. What I understood was that he killed all humans in Earth, Pan's place, and that he remembers the two Earthlings that he was hunting, Yamcha & Tenshinhan, who are in the tournament at the moment. Then he seems to be ready to say something about Kuririn (who we already know from before that he has killed.)
Kakarotto wasn't hiding, he was having dinner at that time, so I guess they were hunting each other. I have no idea what he's trying to say in the last panel. I don't see how it's relevant to the fight or his rant about following orders. "I killed them all, in your place" who's place? Pan's place? What does Pan have to do with some people he killed 30 years ago? o_O

Its really not that difficult to get what he is saying.
"There is so much human in you, how could I spare you? I killed them all (obviously referring to all humans given his last line of dialog), in your place (in Pan's planet, Earth)! They are there, I remember (obviously referring to Krillin, Yamcha and Tenshinhan who are watching the fight in their balcony, given what is shown in the panel)! I have pursued them for years! And him... (this is the only part in which we need him to finish what he is trying to say to understand who exactly he's referring to. We know that he probably pursued Tenshinhan and Yamcha for years, given what we saw in the special chapter, so "them" probably includes them both... So maybe "him" refers to the other one in there, Krillin)".
Of course the English could have been much better but still it wasn't that incomprehensible.

It's technically correct, but horribly wrong. "I killed them all, in your place" in English means "I killed them all instead of you". ("Instead" is a combination of "in stead", "stead" meaning "place")
You don't say "in the Earth" unless you're referring to the underground, you say "on the Earth"

I think I understood most of it, but what really got me is the "in your place." A phrase like that usually means "instead of you" or "on your behalf," so it came off like, "I killed them instead of you!" or even, "I killed them for you!" It didn't make me think of a physical location at all. Maybe if it said "at your place" instead, but even that sounds more like he killed them at Pan's house specifically.

But since "in your place" as in "instead of Pan" wouldn't make any sense, its only logical to proceed to the next logical and possible meaning, which would be the use of the term "place" as a location (and therefore Earth).
I'm not saying that the english isn't broken. It is. I'm just saying that it's not that incomprehensible, especially after knowing for a long time that their english isn't the best. We just have to read it more carefully.
I mean, the first version of this page that I read was the english one. English is not my primary language and in Portuguese "in your place" usually works like it does in English but I still understood what they were trying to say without that much trouble.

You managed to understand on your own, guys. But I interpret his "and him" as being Krilin (he only mentions "the two" before that, and since we see Krilin in the same panel...). But we'll see, you might be right, as that last sentence could also be translated as "and he..." if it's the beginning of a sentence referring to Raditz for example, like "et lui... il m'a volé mes proies..." ("and he... just stole my preys...")

My first interpretation of "i killed them all in your place" was that Kakarotto is just implying that Pan should've killed them, according to the usual bad-guy/Vegeta-esque "the weak dies and the strong survives" philosophy.

This is getting good. I'm thinking U9 is similar to U13, in which the humans managed to kill Kakarotto and fend off the saiyans somehow. Maybe Vegeta, Freeza, and all the namekians were wiped out in Nameks explosion in U13.

This to me is the best fight in the entire story so far. I mean yeah some of the characters are slightly different in the other Universes but Kakarott from U13 is a COMPLETE 180 from the Goku we all know and love from U18.
And to top it off he's not just another Tullece or Bardock (Which most people would probably expect an "Evil" Goku to be) he's a fucking Psychopath.
Salagir took Gokus's jungle boy personality and twisted it in a way no one (or at least me) saw coming.
