I can't vouch for this, but I would think Toriyama must have been knackered after Cell, he said himself that he wishes he didn't include the spots on Cell's body for his design. It made a great deal of work for him filling in those body spots, he finished every panel first then went back to fill them in.
And also since he was initially planning on finishing up after the Cell story he must have been quite pissed to have to draw more when Toei pushed him for another story, I also think Toei making their own creations(Garlic Jr Saga, Other World Tournament) are favours to Toriyama, it gives him time to make more, but I also think he caught on and figured they only offer to create new storyline in order for him to get in a better mood so he can create the main, money making story. He saw through his little plan and ended completely after Z, and let them make 64 episode of their own doing's to let themselves realise it was finally over.
I'll try to find any pictures from manga after the Cell saga to see if what Snail was saying makes sense, but if I don't seem to find any dodgy art references then what snail is saying must be backed up by himself.
And I disagree with snail about Mr.Satan spoiling the Cell games, I agree the scenes where he is featured with that TV crew can become tedius and boring, especially if you're watching the dub, (not that there's THAT much difference), it's that stupid music they play when it switches to their scene, the dopey gloopy beat with the ticking and glumness you hear in anime like Pokemon or Dexter's Lab, at least it's mostly silent in the original, so as soon as it switches back to the action the dramatic music plays again.
Satan is a major character, his insolence and idiocy is what makes people respect him more as a character during the later episodes when he finally switches on(well kind of) and starts acting properly. He is actually a decent person deep down. If Piccolo can find it in his heart to accept him, you should, shouldn't you?
