After he takes out Earth, he has to take out the other powerful beings. I wouldn't be surprised if Cell learned the equivalent of a SSJ3-esque power-up for himself or perhaps even beyond.

I still don't see Cell becoming that powerful over the years. I'm not saying he couldn't have improved with training, but I don't see how he could push himself into another tier of power. Him training himself to become SS3 level would be like Goku or Vegeta becoming SS3 level in their SS2 forms.

Which would mean that Goku or Vegeta would become 4 times stronger. It doesn't seem impossible to me for Cell to become 4 times stronger after 27 years. Cell is partially a Saiyan, a Namekian Warrior-Type, and a Freeza Clansman. I didn't phrase that well. I meant as strong as SS3 Goku or Vegeta after all their training as well. Cell has Goku's and Vegeta's cells, among others. His potential is as big or superior to Goku's and Vegeta's and he also has their will to fight and become stronger. Having someone's cells doesn't automatically give you equal or greater potential. Plus Goku obtained SS3 by training in other world.

Cell had his own versions of Super Saiyan, Super Saiyan Full Power, Super Saiyan Grade 3, and Super Saiyan 2, so I wouldn't be surprised if he had a version of Super Saiyan 3 as well.

I don't buy it. Basically, power ups are used in the most convenient and absurd ways in the series anyway, so I don't see how that would be too farfetched.
Vegeta made it to almost 30 years old with a power of 18,000. Then over the course of a few weeks, that became something like two million.
Cell multiplying his power by four in 27 years doesn't just seem plausible... by Dragon Ball rules it seems downright unavoidable.
