They're brand new sealed but $1,325.00 ?
For such price the buyer should've just bought the original Japanese Dragon Box Z he/she would get the missing extras from the US Dragon Box Z.
And for English subs, Krycek has done patches, I think.

I'd like to point out that the OB's that were released for North America are actually playable on UK DVD players already. None of the listings I've ever seen have stated that they'd work, but I have two of them, and they play perfectly on my region-locked DVD player. This is the biggest reason I was disappointed by this release. I feel that we've already had the product, just not marketed towards we in the UK specifically. Although it is nice to go into HMV (a big electronics/music shop) and see some Dragon Ball out in the wild as it were.
