You've got the right idea.

The light is probably from the photography of the individual cels when the series was originally animated.

The animation cels they use are made of glass, this allows them to use paint on them and essentially layer them to create a shot. For example, they have the background cels (the scenery), then the characters, and then anything that moves on the character (e.g eyes and mouth) are separate cels. This allows them to have the characters mouths move without reanimating the whole character for every frame.

Unfortunately with the glass cels, they are reflective, and any light source can be caught if they don't use the proper equipment during photography. Also another example, sometimes if you look closely at a character or something for a series done in cel animation, you can see the the paint for the character casting a shadow on the background cel behind it.
It looks like it would be a cel issue, but I thought Kai, was done completely digitally. I remember seeing a clip of artists working off of drawing tablets and there is even an image floating around with Tenshinhan's ki blast missing it's layer. I don't think animation cels were used in Kai. Didn't we have someone on the forum who worked on Kai? Maybe he could help with this.

I take it you haven't seen any of Kai then? Kai is made up mostly of Z footage, with little, sometimes random parts redone digitally.

They still had to re-color everything. Also, most of the frames were just traced over and formatted for 16:9. It doesn't look like the used any old cels at least from what I can tell.

No, they didn't. They just did some colour correction.

Seriously, only select few scenes were traced over, and they stand out like a sore thumb.

I agree. Some of the animation was left alone and the inked parts of the cels still are chalky-looking and bleed together.
I wipe it off the tile, the light is brighter this time, everything is 3D blasphemy.
My eyes are red and gold, the hair is standing straight up, this is not the way I picture me.
I can't control my shakes, how the hell did I get here? Something about this, so very wrong.
I have to laugh out loud, I wish I didn't like this. Is it a dream or a memory?

Maybe that, and maybe also because it's the only complete release still of the "Ultimate Uncut" dub, and I have some good memories of watching that on TV when it aired when I was at my brothers apartment and such.

Also, I decided to take more comparison shots from the original in the thread just for fun. This time I took them from the Pioneer single:

Ultimate Uncut is the same, just encoded better. One shot wasn't in the show due to editing though.
