Is Kai closer to Toriyama's original vision w/o Buu Saga?

Discussion specifically regarding the "refreshed" TV version of DBZ created in Japan for its 20th anniversary, including individual threads for each episode.

Is Kai closer to Toriyama's original vision w/o Buu Saga?

Sorry if this has been asked before already. Since Kai ends at the Cell Games, does this make Kai closer to Toriyama's original vision of ending the anime with Gohan taking the mantle of Earth's Protector from his father? Or was that just a myth and Toriyama always had Buu Saga planed from Day 1?
