It's his whole head, kinda, the way things are drawn his head is looking one way and his actual face is looking in another, all because of his little portion of headgear and the right side of his face at incompatible angles. lol

Yap, his face is a few degrees off. Nothing major but it shows a little. If the space between his left eye and left ear was a little thinner it would correct it.

Well, in the movie, he conned everyone in to releasing Tapion with Shenlong so that he could eventually reunite the two halves of Hildegarn. He used the lower portion to attack the city and Tapion subdued it with his ocarina, so he tried to sneak attack the swordsman in order to steal it, but fails thanks to Trunks. Later he attacks the city again and reunites Hildegarn, but the beast crushes him...soooo, I don't know exactly what he's up to here. Maybe he planned to run away so Raichi wouldn't see him release Hildegarn's bottom half? *shrug*

Why Dragon Ball Consistency in something such as power levels matter!

Power levels establish tension and drama. People who care about them (well, people who care about them in a narrative) don't care about the big numbers or the fancy explosions. If you have character A who's so much above character B, who's the main character, you're gonna be left wondering how in the hell character B, the character we're supposed to care and root for, is going to escape the situation or overcome the odds. It makes us emotionally invested.
If character B doesn't escape the situation in a believable way that's consistent with previous events, then that emotional investment is gone. It was pointless tension, pointless drama made just to suck in the viewer. It has no critical value whatsoever. The audience is left believing that the author can just create whatever scenarios he wants and what happens to the characters is decided by whatever the author wants to happen, regardless of the events that happened in the story. Which, in fairness, is what happens, but the audience wants to be fooled. The audience wants to know that the world they're following has rules. That the world they're invested in isn't going to bend to external factors that are irrelevant to them.
An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.

I'm pretty sure Tapion recognises who he is, that's why Hoi is trying to skedaddle.

Huh. Well that's another difference so far though, in the movie it was Tapion's younger brother Minosha who had the lower half of Hirudegarn sealed inside of him. Here, it looks like it was either in Hoi to begin with, or Hoi resealed it into himself after taking care of Minosha.

I see no relevant differences. In the movie, Hoi brought the lower half of the monsters' body to Earth after taking care of Tapion's brother. This seems to be basically the same thing.
