I created the spiritual predecessor to a more popular/well know non cannon villain. I also could be compared to a certain villain from the "Z" portion of the story.

A bit meta, but I hope that's okay.

I existed out-of-universe, but nevertheless, I left an undeniable impact on Dragon Ball during my life, and received several shout-outs from the author.

Good answers, but not quite what I'm looking for.

A hint: the riddle uses strictly past tense. As in, the subject is deceased.

Matryoshka, he also calls her Mat - or "Mato" in his Englishized-Japanese way to write it (such as on the "MatoDog Corporation" truck which makes Goku lose against Ten Shin Han! 8)
She was featured on the picture of the Tankobon 13 intro and then in the intro of Tankobon 40 for having passed away.
