I just realized; it didn't seem unusual for Mr. Satan to be wearing a cape to what I thought was a party for Videl and Gohan, but now that I know it's Bulma's birthday party, him wearing that cape seems odd.

I mean, does Mr. Satan wear capes to everyday functions? Because that would be hilariously awesome if true.

The Old Kaioshin did say "transforming isn't good" right after he powered up, so I think it's safe to assume it's not a "transformation". That said, I think the lines between what is and isn't a transformation or what a "form" or a "state" is are pretty loose and arbitrary to begin with.

I append my initial guesses and agree with this. I didn't even notice Marron, Puar, and Chaotzu when I first saw it.

It'd be nice if the whole panel eventually made it to YouTube some time soon, it probably won't, but I'd like to watch it.

Like you said, the Super Saiyan forms also draws the hidden powers of a Saiyan. Whatever Gohan's power-up is or not, it's a bit of a stretch to say that it is the same as Saichourou's ability.

Well it makes me think he might be forgetting other, more significant, details or plot points. There could be plot holes since it's been so long. There could be, say, inconsistencies in the way the Fusion Dance works, and missed opportunities too (we're talking about Pan and Bra's conceptions, but maybe Toriyama is completely clueless about the timeline). I just think it's kinda sad that the author has less knowledge on his series than the fans themselves.

I say it's like a super version of Saichourou's ability, if he could bring out all of Gohans potential, it would have had the same effect as The Elder Kaioshins(but not as powerful). Basically all of Gohans hidden power(and taken beyond) is surfaced. He no longer needs to draw out hidden power with transformations because he already has access to all of it in base. Guru only brought out a little of his power.

Phew, that's like comparing the Kaio-ken and the Super Saiyan. You can't just say "it's the same but stronger and with no drawbacks", it is more complicated than that.

Yeah but Kaioken is a technique. Kaioken multiplies the ki inside the nody and can be harmful if there is too much. SSJ is transformation. Guru and The Elder Kaioshin did the same thing. Difference is The Elder Kaioshins ritual was much better than then Guru's ability.

Dunno what to think now. Probably just a single promotional image, but Gohan has his bang again, doesn't have his "Ultimate" hair, and doesn't seem to have his eyes enclosed either. xD

It pops up on occasion on the Japanese 2ch thread I'm following, but I'd say the whole "will Minaguchi come back to voice Videl?" thing was bigger; at least on that thread.

I really think Gohan and Goten's are stock images, or stand-ins atm. That's the same Goten they used on some of the ads for the 2008 special, and I'm pretty sure the artwork itself is older than that. Gohan I'm not so sure of though.

After searching around, I found a Japanese blog entry by someone who went to the panel http://ameblo.jp/phantom999/entry-11432721150.html but when I threw it through Google-translate, it didn't look like there was any new info there that hasn't already been revealed about the panel (other than the beginning of the panel was just the mod asking the voice actors about the characters they play). I still wanted to post the link though in case there's something there after all and the translator just didn't pick it up.

For what it's worth, the guidebooks combine them under the same entry. There's definitely a difference between the two, but they also seem fundamentally similar.
Drawing out Dormant Power
First Appearance: Chapter 265
Category: special
People: Saichourou, Elder Kaioshin
Special Characteristics: This is a technique that draws out the dormant power that each person has. In Saichourou’s case, he only triggers the drawing out of that person’s dormant power; if there is no power sleeping inside that person, no change will occur. He is able to use this technique merely by holding his hand over the person’s head. In the Elder Kaioshin’s case, he is able to draw out a person’s dormant power beyond their limits, but this requires him to do a dance, and takes over 20 hours. (Daizenshuu 4, p.50, p.55)

No, zoom in in paint or something. That's his hair from the highschool portion of the series. His Ultimate hair is usually more like Cell Arc Yamcha's, all parts spiking straight up. This image has him with that little lumpy portion where it looks like his hair in the back, from about where his hairline starts in the front, is shorter than the rest.
