Maybe my description sounded kind of absurd or funny, but the news article says it's "Yogen-uo" (or maybe "Yogen-gyo"), which sounds like a proper name. I'm rather thinking of a serious character.

That really does sound like the kind of insanity that only Toriyama could come up with and make it work though.

Possibly an evolutionary ancestor of Kanassians if she's an actual fish instead of a fish-person? She "can see the future."
Somewhere in there is a sitcom idea about Birusu, Uisu, and Shoko-fish living together. I just don't know enough about them to know how their personalities interact.
