According to tvtropes.org:
In the original dub, one of Bibidi's minions claims (as they all do) that he'll easily end Goku and Vegeta where they stand. Goku's response: "Heh. This guy doesn't realize there are still 60 more episodes"
What dub are they talking about and what episode was this said?

Yeah, that was the portuguese dub (from Portugal, not Brazil).

Yep, that's our dub. That's either during the fight with Pui-Pui or Yakon. There were (about) 60 episodes left to the end of the batch of episodes they were dubbing. Then in the middle of the fight between SSJ3 Goku and Kid Boo (after these ~60 episodes - not sure which episode is, it's either 279 or 280) we get the narrator saiying a lot of times (even through the episode itself) "Remember, at the end of the episode, I need to talk to you!". Then, at the end, "Our heroes need rest too, so they'll be gone for a while! But don't worry, they'll return. Don't miss the next episodes!". Even Goku says once "Come on! There's only this episode left!". After this episode, I think the series got back to the Saiyan arc again and only ended after that "rerun". :lol:

Wasn't there also a part in the Cell saga where Vegeta's voice actor changed mid-sentence, and another where he told the producers to change the music or something like that?

I love Vegeta's line in that part. :lol: Since it's such a toss away line, I really don't mind at all that it's inaccurate.

On that GT line, I do think I kinda remember something like that...at least, I recall it on the one and only fansub tape I've ever had, and I want to say it was there on my Season Two set as well, but I can't remember 100% on it.

Dragon Ball actually breaks the fourth wall every now and then in the Japanese version. Like when Goku goes ape, the narrator says, "EVEN THE AUTHOR IS SCARED!"

The Vegeta one wasn't mid-sentence, he had already changed (the previous episode had the second voice actor, this one started already with the third). He lampshaded it though. It happened in the episode Piccolo gets out of the Room of Spirit and Time.
As for the music one, I don't remember it...
Our dub has so many 4th wall breaking lines that we can't count them :lol:
"I can't believe kids skip school to watch this!" (Roshi during Goku and Chi-Chi's kiss scene)

The Vegeta one was a bit funny, I forgot about that one :) . I always find breaking the fourth wall in Dragon Ball to be stupid. I remember the Funi dub of Movie 10 had Kuririn saying that they won't have last a single season without him.
