I don't know why, but I've been thinking this since the trailer first came out.
I think it might be located in the Other World (bottom tip of the universe).
Chozenshuu 1 reveals that the Gods of Creation are the Kaioshins, so the Gods of Destruction may be the Makaioshins.
As to how Goku will defeat Bills, I thinks it might just be a new strategy like what he used to defeat Hatchiyack (waiting 14 seconds to fire his attack) or a new technique. I also think he'll defeat Bills using his base or Super Saiyan form, no Super Saiyan 2 or 3, just to show that techniques/strategy are more important than power/power level.

Here is my theory of what happens....Bills comes to Earth to fight Goku, expecting Goku to be a formidable opponent, and is disappointed when he easily defeats Goku. He believes Goku must have some hidden power in him because of what the fish told him, so he leaves without killing him and plans to return later. After Bills leaves, the Kaioshins unleash Goku's full power and make him into Mystic Goku, which is what Bills was hoping would happen. The Kaioshins tell him that the only way he can stand against Bills is to go Super Saiyan while in this form, but he must not do it on Earth because it will destroy the Earth. (Mystic Super Saiyan surpasses even Super Saiyan 4 because Super Saiyan 4 didn't destroy the Earth) Bills returns to fight Goku and is pleased to see his new upgrade, they go to the Kaio realm to battle, and Goku becomes Super Saiyan. A great battle commences, with Goku eventually coming out as the victor. Bills exerts so much energy in the battle that he goes back to sleep, and Goku reverts back to his normal form, because becoming Super Saiyan used up his Mystic upgrade.

Bills finds and fights with Goku on King Kai's planet, not Earth.

I didn't read the last few posts before I watched that video and I thought it WAS him. lol. I still want to see what the guy looks like in 2013. What is up with him and public appearances of ANY kind? Or even ya know, cameras in general.

Listening to Goku and Krillin laugh in the Big Green Dub seems like something from a nightmare

It's probably just a manga authors overall thing, maybe. I've never really found a decent picture of Nobuhiro Watsuki from the front either. Though on the flip side, I've seen a fair amount of Masakazu Katsura pictures...

Goku is about to finish Bils off, when suddenly Gohan steps in and does it.
"THAT'S WHAT YOU GET, FATHER! STEAL MY THUNDER, WILL YOU?" he angrily proclaims, and storms off on a huff.
"Aw," says Goku, dejected.
Everyone else laughs. Pan up to sky, then credits.

Anxiously awaiting the translated summary of Birusu's powers as listed in the chozenshuu. If Toei won't show us what he can do in the advertising, at least being able to read about what he's capable of would be helpful.

The most interesting thing that could come out of the essential fight is if Bills just loses and admits defeat, rather than being killed/sealed away/shot into the sun. It's not like death prevents him from showing up in other DB content, but it would be a welcome, less expected outcome.

Yeah, definitely not Toriyama. Too old. He's "only" about 57. That guy looks about 75. Too much hair, too, as even when he was relatively young, he a receding hairline.
The man himself just over ten years ago... can't imagine he looks too different.
I was Thanos before the MCU existed!
