In terms of effective date, Chapter 11: "The Big Heist Operation". But in terms of actual release, Chapter 13: "Kame-Sen'nin's Bashō Fan".

To be perfectly honest, I couldn't care less about the fans a re-issue might alienate because if all they're concerned about is being able to scalp the people who were either unaware of the Dragon Boxes or couldn't afford them at the time, they're just leeches and deserve to have their greed backfire on them.

I have not posted on this forum in a really long time (mostly come to Kanzenshuu for podcast, news, guides, etc.), but I saw this thread and realized I had never looked this up for myself before, and there was something absolutely, eerily crazy about the results I had to share.
I was born on October 8th, 1992. The chapter closest to my date of birth is #391, where Goku and Gohan begin their 'rest period' before the Cell Games, published October 5th, 1992. It is, I kid you not, the 2nd Chapter of Dragon Ball I EVER read, and part of the first Dragon Ball I ever experienced.
I did not watch Dragon Ball on Toonami, but when I was younger, I had a subscription to American Shonen Jump (mainly for YuGiOh back then, cause I was a kid), and I had heard so much about Dragon Ball in the past that I thought I should start reading it. Chapter 391 was the 2nd chapter in the issue I started reading Dragon Ball with, the 1st being Chapter 390 where Goku and Gohan emerge from the Room of Spirit and Time. There were four chapters total in that issue, and those were the first pieces of Dragon Ball I ever saw, watched, read, or experienced in any form. That's how I was introduced to the series, and they were the chapters written directly around my date of birth. I am happily shocked. I guess my love of Dragon Ball was destined.

And yet again I have to answer with... none! Dipping back to Dr. Slump, I don't have perfect numbers, but I'm guessing it was somewhere in the Chapters 90s.
