It was released in a double feature with Plan to Eradicate the Super Saiyans that came packed with an issue of Saikyo Jump back at the start of 2012. But the odds of finding that for sale on eBay or something are pretty low.

You can get the Episode of Bardock for $34.99 on Amazon, but here's the thing it's on Dragon Ball Z For Kinect which requires Xbox 360 and the additional motion sensor device Kinect.
It's in Japanese with English subs, high-def release.

I wouldn't say that Dragon Ball Z For Kinect is an awful game because I genuinely liked the fighting system on it, although, if Spike had spent more time developing it they could have made it much bigger and better. Anyway, the essential is there but definitely not worth $35/£25 (Amazon prices).

FUNimation needs to step it up. They got the special, which they'd probably call "Return of Goku" or something, they got this, which they'd probably call "Power of Bardock" and the new movie, which they'd probably call "Ultimate Battle" to do. I just need these things on blu-ray, don't care how they dub it lol

I think most longer running titles are still being produced at 480p. Naruto Shippuuden has the occasional HD episode, but I believe it is mostly produced at 480p.
