Japan has had a white version of that PS3 revision since it launched. I'm fairly certain it's just the new contest prize for people suggesting their character rosters. Traditionally Sony announces bundles themselves at conferences, or via their own press outlets.
"I like the money it brings in, but Dragon Ball Heroes is the worst. That's actually the real reason I decided to start working on new material. I was afraid Bandai would make something irredeemably stupid like Super Saiyan 4 Broly." - Akira Toriyama, made up interview, 2013.

If there were any updates, you would have read about it on the website by now!

I'm hoping they'll have SOMETHING to share in time for the "Dream 9" TV Special in April, 'cuz that's one Hell of a wasted opportunity if not.

It won't happen. The licensing fees associated with it would be too great I feel ...

Regarding One PIece, Dragon Ball, and Toriko; FUNimation and Viz have the licenses for all 3 anime versions and manga versions respectively. Either they'd have to co-op on the getting the game released here locally, or deal with Shueisha to sign off on the game rights.
Nothing matters (in a cosmic sense.) Have a good time.

There's also the possibility of other series being included (really, I'd hope for more than just these three) which could complicate things.

I'm so glad this is on PS3, which doesn't have region locking. That way, even if it doesn't get a localisation, it can still be imported.
I'm re-watching Dragon Ball GT in full on my blog. Check it out if you're interested in my thoughts on the series as I watch through it!

It could also be on Wii U but chances are very slim of happening.

It could be, yeah. The Wii U is region locked though, isn't it?

Sadly, yep. It is. http://gamerant.com/wii-u-region-locked/

I wonder if PS4 is going to be region locked, and maybe "X720" too.

On the bright side, within time it will become hackable, I suppose so region won't be a big deal to worry about, unless if it involves playing online, then not worth hacking because the user gets banned (so does the console).

Oh, I really hope the PS4 isn't region locked, I still want the option to import games.

Finally some footage? New character reveals? Both?

A Japan-only game that is not even centered on Dragon Ball? Nah, unlikely.

It's almost April, I think we will see info for the next game popping out by now. I doubt Namco Bandai will release two DB related games on the PS3 in the same year. I know Sparking 2 and Super DBZ both came out on the PS2 in 2006, but that was only once IIRC.

But this isn't a Dragon Ball game. It's a Jump-Heroes game, featuring Goku (and possibly some more characters from DB).
