I really do like HERO (more than FLOW's Head Cha La cover), but I've purposely not been listening too it all that much because I don't want it to feel overused (to my ears) by the time I see whatever scene it's a part of (if the soundtrack listing is anything to go by, it'll play during the big final battle?). I want to have the full impact of the scene after all. :3

I do love Hero, I really can't stop listening to it.
I hope it's used in the battle with Birusu, but I can't tell if it's used near the end, or after the battle going by the soundtrack.

Bland, uninspiring and mediocre J-Pop. Heard songs like these countless times before.... The riff sounded promising, but as the singing started and the chorus.... it sucks!

The one using the actual track is simply title HERO: Song of Hope -Short Ver.- during the final fight, and will expectedly be reduced in size to match the scene as an insert song.
But earlier, you'll have a likely instrumental/orchestral variation called HERO (Goku's curiosity).
Meanwhile, Cha-La Head-Cha-La will have three different versions, the actual song will be used in the end credit (simply titled CHA-LA HEAD-CHA-LA), while Goku's first appearance will be set to a variation named Our Hero, Son Goku (ChA-LA HEAD-CHA-LA (Main Title)) - which could simply be a short "opening" version, but then why not just name it "opening version" or "short ver." like Hero?
And near the end, there'll be an instrumental variation named CHA-LA HEAD-CHA-LA (A Peaceful Earth).
This is all speculation, of course, since all those variations could very well be the actual songs repeated again and again with a different length, but I think it's more logical that it's actually a different instrumental "orchestral" version of the song in each case, with the specification in the title defining the specific moment/variation of the song that is used.
The only difference with Dragon Ball Z's original soundtrack would be that this time, they specify when it's a version of a song instead of giving it only a general title. For example, if the track Planet Namek Vanishes Along With Hope- which is an instrumental, slow and peaceful rendition of Cha-La Head-Cha-La - had been made for this movie's soundtrack, it would have likely been called CHA-LA HEAD-CHA-LA (Planet Namek Vanishes Along With Hope).

Can someone explain to me why Japanese hosts can't say all this stuff before and after the song? Why do they have to speak as it's starting and about to end? Like, to me, it's super obnoxious and it draws me away from the song.

I purchase mp3's from Amazon U.S. pretty often; I don't suppose there's any chance or precedent for Amazon.co.jp putting the tracks up for purchasable download, is there?

Even if they did, Amazon Japan's MP3 store is region-locked. You can't buy anything unless you're in Japan (believe me, I've tried).
Of course, there's always the minor chance of the single coming to Amazon USA (like the 2005 versions of the openings did), but I think that'll take a while.
As for my thoughts on these songs, I'm afraid the kindest thing I can say about them is that I think they're completely lifeless. "Song of Hope" is definitely better than their version of "Head-Cha-La," but honestly, I have no desire to own either of them. I'll be perfectly content importing the soundtrack CD and nothing else.

So it's "buy the physical cd, burn it to the computer, move the files over to the mp3 player" time then? *Has not had to do that for years since switching over to buying downloads instead of discs*.
In that case I'll wait for preview clips of the soundtrack to be posted first and then decide if I want it that badly or not.
Anyone know what CD Japan is like in terms of buying cd's? I haven't bought a physical CD in a while (and for most of my book imports I go to Kinokuniya for; they don't sell cds online) and I'd like to know how safe CD Japan is. Also I've heard shipping costs from them are high (but easier than dealing with Amazon.co.jp) is this true?

And that was all I had to say about that at the time. I mean, it complimented the on-screen action nicely, but by the time I left the theater, I had completely forgotten what it even sounded like. Giving it a few more listens on its own later though, I grew to at least kind of like it, and I certainly do find it the better of the two songs in the film, but I'd hardly count it among the truly great Dragon Ball songs... Mainly because of how repetative the chorus is. ("Gimme Gimme power, power up power up power"? Seriously?) Still, it works as a hot-blooded action-theme, is a perfectly listenable song on its own, and I do like the final part. (The "namida wo koete, mune wa takanari..." part)
