The Saiyan power being needed rather than the Kaioshin power makes sense.
Regarding the possibility of sequels: I really hope that they start making specials/movies/other material that takes place after the 28th Tenkaichi Budokai. After this movie, the post-Buu/pre-28th TB time frame would get way too cluttered. There are the issues with Toei not being able to keep logical design consistency with characters like Marron and Dende (and Goten and Trunks are due for a growth spurt), and then there's Goku and Bulma remarking right before the 28th TB that they'd only seen each other a small handful of times since the fight with Buu.
Also, look at all that traffic at the bottom!

I'm so relieved that in spite of all that traffic (will we beat the record from last July?) the forums are still up and running (smoothly in fact).
Also, lovin' the way in which these spoilers are coming out. Bit by bit suits it well and holds on to the excitement. X3

Does the movie mentions if Végéta and Goku had a serious training in the precedently years, before the movie?

It almost seems as if they're trying to please everyone by purposely:
1/ stating that it's a continuation of the manga
2/ not contradicting GT much or at all
3/ mentioning Tarble
I mean, why the hell did they need to mention Tarble. That seems so... unnecessary.
All it's missing is a little nod to Episode of Bardock and the film would officially be pleasing fans of all the recent DB stories.

Cue next spin-off where Super Saiyan Bardock travels back through time to attempt to save the Saiyan race before Freeza destroys them and becomes the original Super Saiyan God but cannot get enough pure-hearted Saiyans to help him and oh god this is far too likely to get made please stop me from writing any more.

This all sounds so fantastic. I'm kind of disappointed that Uisu doesn't seem to be a Makaioshin after all, but I'll get over it. These gags all sound hysterical.
And, yeah. Super Saiyan Pan fetus ftw.

According to Kei, Tarble is mentioned when they need one more Saiyan. That seems like a perfectly sensible reason to bring him up.

But by mentioning him they are directly connecting this continuation of the manga to an OVA (which was more a continuation of the anime since it had anime-exclusive characters, like Gregory). They could just have mentioned Future Trunks.
This is all fine, I'm just saying that they WANTED to mention Tarble to officially connect the OVA to the manga continuity.

There is a manga adaptation of the special, that doesn't include Gregory by the way.
