None of the RB games had nearly as much advertisement as Burst Limit. We had three years of Budokai Tenkaichi releases before Burst Limit so I know you're not talking about the wait from Budokai 3. So, if you're referring to a hypothetical third Raging Blast I really doubt that'll be a PS4/720 or even a Wii U game. PS3/360 are old platforms in 2013, and people aren't quick to forget about a company that releases trash. Dragon Ball Z: Burst Limit had 40 characters (including transformations and whatnot) and 5 stages, certainly not too much content but it was fun to play and the music was great to (By Yamamoto).
Whether this year's another game developed by Spike or some other dev team, it'll be interesting to know, see and play.

It wasn't Namco Bandai's or Spike's fault how Dragon Ball: Ultimate Blast turned out, they gave the fans the opportunity to voice their opinions and they liked it so NB assumed the rest would too.
But why even either these two (Dragon Ball Z: For Kinect, Dragon Ball Z: Budokai HD) exist I don't know, perhaps they're working on a quality DB game for 2013 and used these two as a vessel for 2012.

The first RB game did had TV spots since I remember seeing one on Adult Swim in 2009.
