First off, Kaboom, I must that this was yet another awesome chapter. This is really shaping up to be a great replacement for GT (Coming from a guy who never really hated it to begin with).
From "Kaio-What?" to "...those meddling kids.", I was definitely laughing through the whole thing .
The fight scenes were well choreographed and gave off a good sense of tension. And Pan using the Kaio-ken was definitely unexpected (honestly, I was expecting Super Saiyan, but I was pleasantly surprised with the Kaio-Ken.)
And, now to try my hand at Battle Power/Power Level numbers! While, I have thought about strengths and such, I've never tried my hand at assigning actually numbers...So here goes!
About the power levels... Even I'm kind of conflicted now about Zatar. Should his power level be greatly superior to even Bulk's, through sheer lifelong training instead of being a genetically altered freak? Or should I/we assume he would have used some amount of his stored-away power to finish them off eventually? I didn't even think of whether or not he could only use a portion of the power in his amulet; I just kind of wrote it with the mindset that it was "all or nothing." Either way, he would kind of have to be stronger to get away with double-crossing them in the end, wouldn't he? It's something I never managed to think too hard about.
Geez, I've gone and created a minor power levels conundrum even within my own fanfic. No matter. Keep on brilliantly brainstorming, and I'll make up my mind and pick something in the end, one way or another.

But yeah I guess him planning on using the power up to dispose of Bulk and everyone else would work, provided Zatar doesn't forsee any need to use it in the future. Maybe he thinks Bulk is the strongest enemy he's going to face for a long while? That'd make sense, actually. He is shocked by anyone being stronger than Freeza.
So then his power level as a powerful warrior and nothing else would be like 50,000 tops? Zephyr has recently thrown my scaling into question and now I don't know if I've been too lenient with the human's Battle Powers. Maybe only mutants and such can get into even the 50,000 territory. Lowest I'd go for him is 30,000 though.

I don't want to sway anyone's opinions, but just for the sake of perspective, in my tentative numbers I didn't have anyone who wasn't a Saiyan or hadn't broken an amulet over 100k. But again, not to say they can't be.

This the first time I ever assigned numbers to PL's before, and it seems like I did ok (Maybe). I originally had Bulk at a much lower 17,000 (basically saying that Vegeta from the Saiyan arc could kick all of Quint and his clones asses ), but I decided to bump it up a little (though I might have done it a little too much). And for Zatar I originally had him above 1 million and then I realized that he was surprised that Pan could be stronger than Freeza, and I had him about as strong as 2nd form Freeza .
Oh, and why can’t Zatar be like Goku, and be able to push through his natural limits with sheer will alone…And a broken amulet thing. The mutant thing was somewhat required for Redgic since his people were so peaceful, but the Koumins (Koum-jins?) were essentially in the same situation as the Saiyans so why wouldn’t they be able to get stronger and stronger.
Yeah, that's true. We know how the Saiyans managed to gain power so radically fast, and even then it was under special and rare circumstances. But we don't have anything of the sort to go on for Koumians. At least not until the author comes up with something for us.
It's too bad that for all the power levels we can guess from the manga, none of them really help us here because Goku, Gohan and Vegeta kind of Zenkai'd their way past this range so we don't even know how long training would take them.

I don't think that Zatar was that much stronger than pan before kaio ken, the reason he was able to gain the upper against her was probably due to the fact that Zatar was an expireinced ruthless fighter, whereas Pan was fighting her first ever fight to the death and in comparison to Zatar she was a complete novice.
Not too bad, SSJ YUSUKE, but I think you missed something. I posted a few pre-established levels to work from, and Regano was among them. Mainly since I already came up with it for his character bio a while back:

Artwork and other junk is coming along. Battle powers are still open for discussion until I make the bonus goodies post, which I'm planning to do on Monday (I could probably have it all done for Saturday or Sunday, but Monday is better timing for me in general).

Why Dragon Ball Consistency in something such as power levels matter!

If you have character A who's so much above character B, who's the main character, you're gonna be left wondering how in the hell character B, the character we're supposed to care and root for, is going to escape the situation or overcome the odds. It makes us emotionally invested.
If character B doesn't escape the situation in a believable way that's consistent with previous events, then that emotional investment is gone. The audience is left believing that the author can just create whatever scenarios he wants and what happens to the characters is decided by whatever the author wants to happen, regardless of the events that happened in the story. That the world they're invested in isn't going to bend to external factors that are irrelevant to them.
An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.
I just finished reading. Great stuff. I really like the spotlight on Pan. This actually felt like a real episode and totally didn't stray away from the Dragon Ball-ness.
