Is a/the game literally being developed in Europe? Unlikely. Basically zero chance of this ever happening. Sure, there was WebFoot (based out of Illinois) back in the early 2000s developing (portable) games sub-licensed under Atari, but that's definitely the furthest I can ever see a DB-franchise game getting farmed out.
Will whatever the next/upcoming DB-proper game is get released fully internationally? Undoubtedly so. Things like Budokai HD Collection and Dragon Ball Z for Kinect were ONLY released internationally, so you're pretty much guaranteed that the next console game will come out overseas.
I understand and realize that both Ultimate Butoden and Heroes: Ultimate Mission didn't/haven't received international releases, but those were under specific circumstances that were understandable (tail-end DS game / spin-off-focused merchandise tie-in game).

Oh sorry I meant FOR europe and other parts of the world because I'm worried this year we won't get a DragonBall Z game outside of Japan

Gotcha. Like I said, I don't think you have to worry about that. North America and Europe have historically always supported whatever console games for the franchise come out and lend a huge helping-hand to Namco-Bandai's bottom line. As you noted, it's really only in cases like crossovers (such as the previous generation's Battle Stadium D.O.N. and the upcoming J-Stars Victory Vs) that you have to worry about Japan-only releases.

Re: Is Namco Bandai even developing a new DBZ game FOR Europ
When you consider that the North American and European branches of Namco Bandai merged a while back, you kinda have your answer.
It'd actually be more likely for the games to be developed IN a region outside Japan than FOR that region alone (excluding Japan here, of course). For example, there were 2 Naruto Xbox360 games developed by Ubisoft Montreal but they were still released in both North America and Europe.
Of course that would never happen now, with the rights belonging to Namco Bandai. (I think lol)
