You should also remember that A. the kaio-ken x2 drained Goku heavily and he knew it and B. Goku and Vegeta are pretty much evenly matched skill wise. Officially an 80 can go toe to toe with a 100 on relatively even terms (though yes, Freeza still lost handily) so there's no reason why a 88 shouldn't be able to beat a 100 if s/he's skilled enough, though an amplified blast likely will be the kill shot. There are obviously other factors besides skill and power as well, including durability, stamina (quite important as shown by the ineffectiveness of powerful but inefficient power-ups like kaio-ken x3 in the Saiyan Saga, USS in the Cell Saga, and SS3 in the Buu Saga), and techniques (amplified blasts and various tricks like solar flares and kienzans).

Goku was only in Kaioken very briefly and did not appear to have any stamina issues imo. It wasn't until Kkx3 did we see any signs of strain or endurance issues.

I understand with what your saying but if Kkx2 Goku who is evenly skilled as 18,000 Vegeta , cannot hope to have a chance considering the difference in power , what chance does Freeza have to close an even larger gap while he is not as skilled as Goku? Freeza even when his power dropped off was still able to manage some competitive back and forth while Goku had absolutely nothing to offer Vegeta.

If you take battle powers out of it, it looks pretty clear that Vegeta is a lot more dominant over Goku , than Goku was over Freeza. Goku brings up Freeza's skill deficiencies twice during their battle as well. First when Base Goku fought Initial True Form Freeza when they got serious , Goku mentions how Freeza is too cocky and his defense is not too good and he leaves himself wide open. Which to me suggests that Goku shouldn't have been able to be competitive with the level Freeza was putting out but Goku's superior skills allowed him to do so.

That I can understand. What I can't understand is Freeza , the inferior skilled fighter managing to land a couple of hits on someone who is supposed to be stronger than him by a larger margin than Vegeta was to Goku , who was completely helpless against Vegeta.

You're missing a zero on Goku's power in movie 4, and you've got the wrong title for movie 7, but otherwise a pretty good list. I like how you managed to keep Piccolo as the strongest in movies 6 and 7, where he logically should be stronger than Goku and Vegeta.

Ah, thank you. And no I didn't. That was just a joke: I think Super 13 looks like Broly with red hair. :D

Yeah, I plucked them from their Android Saga levels and it's stated repeatedly in both those movies that Piccolo was fused. Conveniently, though, he stayed out of the fight until the villain was already so ultra-powerful that his superiority over Goku (and those other guys) didn't matter.

Vegeta was more impressed with 20 than he was with 19. 20 was perhaps within reaching distance of Vegeta with a couple more Absorbtions.

I admit that I have a lot of difficulties to evaluate the power of 19 and 20...Stronger than Freeza at 100% ? I really don't know, because if you go by this way, that means that Piccolo is also superior to Freeza...Why not ? But it seems weird to me.

Bejita was more impressed by n°20 ? I don't remember where. Can you develop this ?
And do you think sick Goku is inferior to his battle power of 150,000,000 against Freeza ?

Vegeta was surprised by 20's speed and had to actual consider 20 as a threat after absorbing a suppressed Piccolo again. Vegeta doesn't think much of 19.

Piccolo doesn't seem very far off from Vegeta, probably a similar level as to what he was in the Freeza Saga.

He seemed very far off. Also Android 20 can't do math to save his life, and Piccolo at one point had to lecture him about how useless the energy he took is.

I think I'm going to do one more power level list. A list that abides by the theory that the base saiyans never surpassed 100% Freeza. I don't really believe that still because it just comes from a movie (other movies do have the base saiyans stronger than Freeza) and there's a chance Goku was suppressed. Chances are I never will believe it unless Toriyama comes right out and says "I wrote that line of dialogue and retroactively apply it to everything". Plus it kind of forces me to abandon my rule that kid Gohan is only stronger than teen Gohan with rage boosts.

I disagree, Vegeta had to consider the possibility of 20 becoming stronger than him. Piccolo isn't leaps and bounds behind Vegeta, probably the same placement he always is.

I attempted to do that base saiyans < Freeza list. Right as I started the Buu Saga I noticed that my numbers were eerily similar to TheMightyOzaru's, with only relatively minor changes, so I decided to abandon it.

Remember what I said earlier? I lied. Sort of. I redid that list I was working on and I'm happy with it now. This is my list that abides by the theory that the base saiyans never surpassed Freeza- something I'm still not sure if I believe. I'll have to wait until more info about BOG is released, or I know more about it in general. And I know it may be a little annoying that I've posted so many lists (I think this is my fourth?). Sorry, but I swear this will be my last for a while. Though I may add the movies to this list as well...

NOTE: I lack EOZ numbers or BOG numbers- but I'd just like to say one thing: I think that in the Buu Saga, Goku, Vegeta, and Gohan are as strong as they'll ever be. Unless one of them discovers a new transformation, they've hit their limit.

MULTIPLIERS

Super Saiyan- x50
--Grade 2- x75
--Grade 3- x125
--Super Saiyan 2- x100
--Super Saiyan 3- x400
--Legendary Super Saiyan- x125

Freeza's Species: natural max is what Freeza referred to as 50% of his power. Counterpart to Super Saiyan.
-"100% power": x2. Counterpart to Grade II Super Saiyan.
-Fifth Form: x4. Counterpart to Super Saiyan 2.

"Muscle Mode": x1.5. Generic power up used by several species, involving artificially pumping up your body with ki. Users include Freeza's clan, Super Saiyans, Makyans, and humans.

Super Hera- x2

Kaio-Ken- x(level of Kaio-Ken)

Namekian Fusion- (A + B) x 10. Rejoining after a fission is exempt from this rule and has its own set.

Dance Fusion- (A + B) x 10

(I honestly think this is what the filmmakers intended. It seems blatantly obvious to me as a parallel of the Freeza fight. Goku gets an insanely haxxed zenkai, similar to the x33 zenkai on Namek. Cooler says that base Goku could definitely beat Freeza. This statement goes uncontradicted (in fact it's supported when Goku says that he's going to show him the power capable of killing Freeza right before attacking him in base). He was also completely confident in taking on the guy who killed his brother using just his base form. Of course you'd have to change this around to fit the movie into the timeline, but that doesn't change what's flat-out stated here. Going by the Battle of the Gods statement that base saiyans > Freeza, either Cooler or Goku in this movie could demolish anyone until SS2 Gohan and Super Perfect Cell show up. Now, on to my power levels that actually fit the timeline...)

Gohan got a big zenkai on Namek and has been training with Goku and Piccolo, and I see him generally around his base father by the time the androids arrive anyway. Still fodder to the squadron. Goku starts the movie stronger than his Yardrat self and continues to get stronger via a zenkai. After he's zenkai'd, Cooler concludes that Goku can beat Freeza before he uses any visible kaio-ken or Super Saiyan. I just go by the invisible kaio-ken theory (Goku used such a technique on Namek, at least in the anime), and assume that he was x10 during that battle. It made kaio-ken sounds and he clearly powered up a lot. The alternative is just doing the above and making his zenkai insanely haxxed.)

(Interesting note about Goku's kaio-ken x20: after Cooler transforms, Goku says that he's stronger than Freeza before launching a x20 Kamehameha at him. Then he gets incredibly shocked when Cooler simply flies through it. He even says "No way!". I think this is pretty clear: Goku expected that blast to at least hurt someone stronger than Freeza and it did nothing. Therefore Cooler isn't just a little stronger than Freeza, he's so much stronger that attacks that would kill or seriously injure Freeza don't even leave a scratch on him.)

(On Goku's Android Arc progression: I see it like this. Each year of training added 20 million to his power level, and the zenkai he got in this movie increased his level by 33%, just like Vegeta's first zenkai in the series. There's just a tiny bit of rounding at one point. See if you notice it.)

That only gets established when Piccolo and Goku mistake Cooler for Freeza. Hell, Doore catches Goku's kick and puts him in a bear hug that gives Goku genuine pain and/or frustration. Given his performance against Piccolo, Salza should obviously be the strongest of the bunch, even if he was outmatched against Piccolo. I find their low-end Weekly Jump numbers (all of them below 200,000) to be absurdly improbable with all the amount of trouble they give Goku in their introduction and how well Salza does against Piccolo later, to say nothing of how the handle the massively above 200,000 Gohan, so I ignored them.)

(Speaking of Cooler: I believe Cooler was suppressed to 50% against Goku, as he never powered up or anything, and it would parallel the fight with Frieza. He concludes from this battle that Goku is strong enough to beat final form Freeza. Previously I believed this just meant the Goku he fought > 70% Freeza, but I've recently changed my mind. He just meant that Goku had the skill and power to take out 50% Freeza, as Freeza can shoot his power to 50% in an instant. He doesn't have to be quite as strong as Freeza to do this, just very close.)

(Anyway, Cooler transforms starts trouncing Goku, even when he uses kaio-ken x20. Cooler's final form level is based on many things: his earlier comment about Freeza, Goku's shock at his Kamehameha not working, supplemental materials (video games, magazines, et cetera), post-Yardrat Goku's level, the Daizenshuu/Movie 6 (both said that this movie was sometime in the Android Arc training), and him almost killing Goku and laughing off his assault even after he goes Super Saiyan. I don't actually believe that the gap was wider than it was between Goku and Freeza, just that Cooler half-assed that one punch and, more importantly, didn't hit Goku in the face. All three of Freeza's normal hits on Goku were in the face, and they still didn't do much. Generally it's easier to tank a gut punch than one to the face. Had he and Goku actually fought I actually think that Cooler would have done better than Freeza. He definitely seemed more durable and his techniques seemed deadlier.)

Gohan actually manages to overcome 17 one on one and is only overwhelmed when both of them team up AND he gets tired. I put that Gohan on par with Android Arc Goku.)

This new power lets him gain the upper hand against 17 (making up for the tiny, near non-existent power gap with his skill) and is too much for Imperfect Cell. However, after Cell absorbs all those humans, he comes back and crushes Piccolo AND 17 in the most one sided "fight" in the series.)

(On Piccolo's Light Grenade: ki attacks are rather inconsistent in amplification. Piccolo's Light Grenade doesn't have to be stronger than Cell in the first place, especially after Piccolo tires out and his ki starts dropping. But I gave it a similar multiplier to Goku's Super Kamehameha anyway, so Cell's strong enough to only get a little damage from it. I also assume that Cell and other characters can augment their defenses with ki, not just their attacks. So he has a HUGE "tanks-your-best-attacks-and-one-shots-you" gap on Piccolo, but isn't several times stronger than him. The same blast would've disintegrated 17.)

(For Cell, I just decided to make his Semi-Perfect form 17 + Imperfect Cell. I don't know why I did this but it fits nicely; he can now tank and one-shot 16, who was his equal before. He even manages to draw blood on Vegeta and budge him a little, and Trunks says that he can't be defeated with just normal Super Saiyan, but he's clearly completely outmatched in the ensuing fight. Until, of course, he absorbs 18. Suddenly his power spikes, and he starts pwning Vegeta. That requires a pretty hefty gap.)

(After the ROSAT training, the FPSS form has been decided to be the best form, so everyone adopts it. Goku's 50% power is thought of as very impressive, but Vegeta's still confident that he's stronger than this Goku, and will be the one to beat Cell. Imagine his surprise when Goku reveals his REAL power. At this point Goku can fight evenly with Cell due to his superior skills, and would've won with a certain inventive technique had Cell not regenerated, but it's pretty clear Goku isn't quite Cell's equal. But even he is stated to be inferior to Gohan, by both Cell and himself. Trunks and Vegeta are both around the level it would take to fight evenly with a Cell Junior, and strong enough to think that they'd beat the Cell that tooled them earlier, while Piccolo has also gotten much stronger due to the ROSAT, even if all he can really do is stand up against the Juniors. And of course, Gohan's SS2 form pwns Cell.)

(I like to think that Cell's forms are based on the Super Saiyan ones, like some other users here. The power he used against Goku is SS1, his "full power" is Grade II, his buff state is Grade III, and his Super Perfect state is SS2. While he is superior to any Super Saiyan at full power, Gohan is able to kick his ass effortlessly as an SS2, even if Cell can still at least budge Gohan. That is until Cell comes back SUPER PERFECT. He's strong enough to go toe to toe with Gohan and inflict heavy damage immediately, but is taken out in the ensuing beam-o-war thanks to last minute aid from Vegeta. The Juniors are simply as strong as Vegeta, as he was stated by Cell to be fighting evenly with one.)

(Goku and Vegeta improved significantly, but Gohan slacked off. Vegeta seemed to heavily imply that he was still not on Cell Games Gohan's level- he considers surpassing that level to be an incredibly impressive feat and Goku apparently has a huge gap over him, even though Piccolo was barley able to tell the difference between Goku's ki and Cell Games Gohan's. Even when he did tell the difference he described it as "no, strong even...". Speaking of Piccolo, he also got stronger due to training, raising himself to Cell Junior level. I left that tiny little gap unfilled because it just fits better with Super Buu's absorbptions later. It means him + Goten + Trunks = 4,000,000,000 flat.)

(Trunks and Goten are ridiculously powerful for their age, and make 18 crap her pants with a blast at the tournament. They're mostly where they are for the convenience of the fusion multiplier. Kibito was stated to be slightly weaker than base Gohan in the Daizenshuu, so he is here. Piccolo says that Kaioshin is worlds above him in power, and the Daizenshuu confirmed this when it said that he possesses power "far superior to the Super Namek Piccolo". On top of that, he seems to be grouped in the same "tier" as SS1 Gohan when Buu arrives, but he's still not quite up to par with any of the Super Saiyans.)

(This is generally where I see the humans by the end of the series. Krillin's boost from the elder didn't just stop- after all, he kept getting several times stronger on Namek. The same continued on Earth, and the android arc training further accelerated his growth. With such a large head start none of the others could hope to compete. Tien comes the closest. After the Kai training, I'd say he increased his power to maybe 50,000. After his android training, I'd place him at 100,000, and after his Buu Saga training (for seven straight years), he's at 260,000. Trash compared to even Krillin, but still one of the strongest beings in the universe. Chiatozu was exactly 1/3 of Tien in the Saiyan Saga, and they did the same training, so the gap wouldn't change. Yamcha only did the Kai and android training, and neglected even trying to train after that. However I still think he got at least a little stronger naturally, otherwise he'd only be 80,000 here.)

Pui Pui is one of the strongest fighters in the universe, but... that means very little at this point, as base Vegeta still tools him. The Mystery Level 2 Fighter was apparently way stronger than Pui Pui, but not enough to completely destroy him like Vegeta did, while Yakon is considered severe overkill for a Pui Pui stomper).

(Long one coming up. The first form of Buu that our heroes encounter is his fat, childish form. In this form, he demolishes Majin Vegeta, but he is still clearly out of his league dealing with any SS3 tier fighter. After Satan gets shot, he splits into Good Buu and Evil Buu. This is where some people might have disagreements with me.)

(I think both Good and Evil Buu are significantly stronger than Fat. Let me explain. It was said that they both took portions of Fat's power, and that's true. But not portions of the power he could actually use. Indeed, the only difference between Super and Fat, power wise, is that Super could actually USE the power that was sealed away by the Dai Kaioshin's influence. When he splits, both Buus take portions of his power. Simple math would determine that Evil Buu takes Kid Buu's power. The fact that he's in a different form than Kid Buu though indicates they're different beings, even though Evil was explicitly stated to be pure evil and is Super - Good, just like Kid Buu. So I figure Evil actually has some minor evil South Kaioshin power with him. This is somewhat supported by Evil Buu actually doing better against his Good counterpart than Kid does later. Good Buu actually managed to hit Kid Buu twice, placing him in the Super Saiyan 3 tier, while he couldn't lay a finger on Evil Buu.)

(Speaking of Evil Buu, Super Buu is obviously significantly stronger than Kid or Fat, as stated by Goku. He's basically Kid Buu allowed to use MOST of the South Kaioshin's power and intelligence, with the fully unrestrained version being Buff Buu, who's just a sliver stronger than Super, as Goku had to wonder whether his ki was even rising. Super can put up a good fight against Gotenks but is obliterated when Gotenks starts fighting seriously, only being saved by his regeneration. He also gets dominated by Gohan. But when he starts putting his plan to absorb people into action, he dominates Gohan. His absorbptions are simple: just his battle power + the absorbption's battle power.)

(Kid Buu, the original monster, is stronger than Goku but significantly weaker than Super Buu. I believe that when he absorbed the South Kaioshin and became Buff Buu (45 + 65 = 110) and then absorbed Dai Kaioshin, Dai Kaioshin locked away the South Kaioshin's power and subtracted his own battle power from Buu's, resulting in Fat Buu (45 - 32 = 13).

I don't know. Probably. Regenerating characters are made unusually fragile in-story so you can actually see their regeneration. Not to mention, what you can and can't survive at a certain power level is very inconsistent anyway. See: 50% Freeza vs Goku, 50% Freeza vs Piccolo, Kid Buu vs SS2 Vegeta, Kaio-Ken x4 Kamehameha vs Vegeta, Super Kamehameha vs Piccolo's face, et cetera. In each of these cases, characters survived attacks that were way stronger than them. So Nappa's official number works fine for me.

No problem. Yea I usually run into the same problems as well. There is a lot of inconsistency in the manga. Here is my thinking process on some of them.

Kkx4 Goku Kamehameha vs Vegeta

First off I like to think that Kkx3 Goku has weakened to a point in which he is around Vegeta's level considering how shot his body was at this point. Many people generally give Vegeta's Galick Gun the edge but I don't think it's absolutely necessary. I would probably be ok with a slight edge though. So Kkx3 Goku starts out around Vegeta's level more or less. Perhaps 20,000 at this point and maybe Vegeta has a slight lead in amplification.

Goku's Kkx3 power starts to wane either to 18,000 or 16,000 and uses Kkx4 to bolster him up to Kkx3 levels.

Anyway that's getting a bit long winded.

In terms of Vegeta surviving that I don't see much of an issue considering Gohan survived Buu's Kamehameha in similar fashion. Kaioshin did save him but in terms of being taken for a ride on a blast.
