If he just got lucky, then the whole point of that scene and everyone's reactions to it are moot and pointless. From a Doylist perspective it'd seem weird. That was a pretty obvious "This guy's stronger than Cell!" moment. It's not like him being stronger than Super Perfect Cell is inconsistent with anything either, and King Kai isn't at all surprised when he hears that Pikkon effortlessly dispatched Cell.

I don't think Vegeta is quite at Kid Gohan's level. And Pikkon got the jump on a suppressed Cell as stated by a previous poster.

If Pikkon really one-shot a FPPC, then that means he should have one-shot a fresh from the living world weaker than suppressed PC Goku with a kiai. As said before, I'm under the assumption he merely got the jump on a very heavily suppressed PC.

I think it was just toei haxing. Paikuhan would be able to one shot Goku if he could one shot Super Perfect Cell. Mutaito wins. Apparently Mutaito, with the help of his students, was able to deal with Piccolo Daimao's offsring when Piccolo Daimao was young. He only lost against Piccolo Daimao himself.
