That's incredibly low.Piccolo was shocked at their powers at the Lookout, Goten managed to spar with Gohan, 18 was shocked at their power.
Just about everything indicates these kids are at least on Semi-Cell's level, if not stronger.
Freeza's level is incredibly vague, but given that Goku is weaker than 100% Freeza, then the kids took on probably on somebody between 5%-10% Freeza.

During training, Goten was lunching hits to Gohan, and while Gohan could block them all, he was scared & sweaty. Saying the same thing over and over doesn't make your opinion right, but I'll try it again. We (the reader) are under the impression that the boys are gifted, but we also are shown that they aren't completely in control of their power. Pre Buu Arc Gohan (who is said to be weaker than Kid Gohan) effortlessly dodging Goten is a clue, Goku being unimpressed at how weak the boys were when he asked them to power up is another example. In fact, they really don't have any feats (movies, anime, or Manga) that would lead me to believe they are anything special.

How do we know that Gohan was even trying - I don't remember his SSJ aura being present. Again - still points to the boys being weaker than Gohan and the others.

Goten SSJ's battle power can be over 50% of Piccolo's battle power. Piccolo could handle Cell Jrs, so Goten SSJ and Trunks SSJ together can handle one of them too, IMO. Cell Jrs have more than 50% of Goku SSJ's Full Power (Cell Games). Then, the kids have more than 25% of Goku SSJ (Cell Games). At 50% Goku shocked even Super Vegeta and considering his relaxed state fought almost evenly with Relaxed Perfect Cell, whom took a Final Flash head-on, the 50% Goku's strenght is far above Super Vegeta.
Goten SSJ (Pre-RoSaT) can possibly be stronger than Super Vegeta and I would risk his powerlevel would be a match to Goku SSJ's Relaxed State (Cell Games).
