Androids 19 and 20 vs Freeza

From the very start of the fight against #19, Goku was much weaker then his full power. As Piccolo states...

"This is nothing. Goku's power should be far more staggering as a Super Saiyan."

And yet, until using the Kamehameha, he was handling #19 like a rag-doll. Goku was a lot stronger then when he fought Freeza, but with the Heart Virus, he may have been as weak as when he was Super Saiyan on Namek, which isn't too much stronger than Freeza's 100% full power.

In that case, #19 would have been weaker than Freeza...but upon powering up from the Kamehameha absorption, he would have been stronger...

#20 is a complete mystery, but I would think him to be more powerful than Freeza.

In the end, it's really hard to tell with these 2, since they not only change their power multiplte times, but only seem to fight people stronger than them, or Goku...whom we don't know how weak he was under the heart virus.
