What was Mr. Satan doing during Dragon Ball?

What is says on the tin. Assuming Mr. Satan is around the same age as Goku, there must've been a Chibi Mr. Satan running around during most of Dragon Ball, yes? Where was he during the 21st, 22nd, and 23rd Tenkaichi Budokais? When did he suddenly become the strongest guy on Earth apart from the Z-Senshi? Mr. Satan must be legitimately strong by Dragon Ball standards, because even without Goku & friends there are still guys like King Chappa, Giran, Nam, Tao Pai Pai, and so on. Maybe some of those guys don't care about martial arts tournaments, but some of them do. So Mr. Satan must've been working his way up through the ranks to achieve the title of world champion. Any thoughts as to what exactly he was up to during Dragon Ball and the Saiyan and Freeza arcs?

Telling by the Ring Announcer. The Budokai was easier to win and became boring. So I don't think Mr Satan worked through the ranks. YEa he's strong for the average human but what about the average fighter? Where was in in Dragonball? Probably being in something like the MMA or wrestling school or league. Not as extreme as the Tenkaichi Budokai but not something you can easily win.

2 days before the Jinzoningen attacked in AGE 767.

As for why it took 7 years for it to start up again afterward, probably because Cell busted into a TV station and announced he was resurrecting the Tenkaichi Budokai (which has already been revived) and was turning it into a fight for the planet. The tournament took 11 years off after Piccolo's chaos at the grounds, not surprising they wanted some downtime from any possible association with Cell's version.

Mr. Satan is most likely around the same age as Goku. He was most likely learning martial arts to become the world's greatest fighter.

Satan must be legitimately strong by Dragon Ball standards, because even without Goku & friends there are still guys like King Chappa, Giran, Nam, Tao Pai Pai, and so on.

I know people don't take video games into account, but Mr. Satan seems to remember Piccolo Daimao going by Budokai 1 in his own story mode. He was most likely there when Piccolo Daimao took over the world.
