V-Jump gives Goku's max power in the 23rd Budokai at 910, which is most likely talking about the Super Kamehameha, if you want to add that.
I think Goku should be a little more powerful against Tao Pai Pai. Maybe 140. He dominated that fight, and a 10 point difference doesn't seem that big to me.
I'd place Red weaker than the farmer. The farmer could squash him
I'm pretty sure that Chiaotzu is weaker than his master, otherwise his threat to kill him wouldn't make much sense.
Why 360 for Kami? I think it should either be a bit lower, or Goku's in the 23rd Budokai should be a bit higher. I'm pretty sure that Kami says Goku far surpassed him. 20 points higher seems a bit low.

Power Increases

Oozaru: 10x base
Kaioken: This technique increases the users power level based on the number of times it is stacked. Standard Kaioken will raise the users power level by 1.5x.
SSJ: 50x base. This form's multiplier becomes very flexible after mastering SSJ.
SSJG2: 1.5x SSJ
SSJG3: 2x SSJ, this form is incredibly slow so it is impractical in battle.
RESSJ: 10x base, this form is achieved after training yourself to maintain the SSJ form as if it were your base form.
FPSSJ: 5x RESSJ
SSJ2: 2x SSJ or FPSSJ/100x base
SSJ3: 4x SSJ2/400x base
SSJ God: 50,000,000x base
Fusion Dance: Both power levels must be equal. A + B x 20.
Potara Earring fusion: A + B x 100. The multiplier is divided by the difference in power levels. If the difference exceeds the multiplier, dived that number by the multiplier. If the fusees are rivals, the result is like multiplication.
Zenkai: Zenkai's are special power ups Saiyan's receive after healing from near death injuries. In the Early parts of the series, Zenkai's shot up a persons power by a random number however later on in the series these increases were less noticeable. This probably happened because of the SSJ transformation.

I wanted to bring up an interesting point regarding the 50x boost. Regarding Base Gotenks Pre, using a 50x boost, Base Gotenks will be inferior to Piccolo in all likelihood. I really dislike this and I don't feel that is suggested. Just a note.

If not for Gotenks, who creates numerous issues with the 50x boost, there is really no issues at all with it.

I don't feel a need to regard Gotenks' base form as anything special. The only events which would even imply that his base form's worth any more against Boo than Goku or Vegeta's were just setups to gags where he gets his butt whooped.

Even if his base form's several times stronger than anyone else's, it's still just his base form. Saiyans' base forms (in general, from a story angle) stopped being relevant against the big bads of the series the moment Freeza showed his true form. Super Saiyan became the unspoken standard state to fight with after that, even for Fusions. Even Vegetto opted to jump up to Super Saiyan to fight right away.

Kamicollo made a good point where Piccolo told Base Gotenks not to go fight Fat Boo as he was too weak, but somehow couldn't stop him. If Base Gotenks was weaker than Piccolo, than Piccolo should have easily stopped him. What's your thoughts on that.

A lot of guys over there really cling to base Gotenks >>>>>>> SS3 Goku (they also like to use ">" a lot), and consider base Gotenks getting beaten up to be an impressive feat since he didn't die. Also, at least one guy there who shall remain nameless hates periods.

On topic: they're gags, I don't take them seriously. Unless you believe SS Gotenks > SS3 Gotenks by gag feats.
