I don't know. I quite like Yi Xing Long, because he IS the finality of everything that is evil. His very existence causes the entire universe to crumble. If that is not evil, then I don't know.
Yes they didn't portray enough of him actually doing truly evil things, but that's the whole problem with GT. Just like Gogeta's hugely underwhelming Big Bang Kamehameha.

- I'd keep Goku as a kid; I didn't mind it; however, I'd actually nerf his power consistently;
- Have Lezick play a rival role to Goku like how Piccolo was Goku's rival when he was younger;
- More development for Trunks and Pan;
- More Z-fighters fighting, but realitstically; I know I don't want to see Yamcha or Krillin; I don't get why people always complain about them not being in GT but are quick to forget they were worthless in the Boo saga as well; they don't fight anymore, get over it; would probably have Tien do something ala the Cell arc though;

-Keep Goku as a kid. (I actually liked this) and stop the bullshit nerf of Shunkan Ido and SSJ3.
-Make the black star saga have an actual threat. I felt it was pointless to care since Goku had SSJ-3 which he could use to crush anyone.
-Battles that are more like Z. The GT Fights seemed toned down in comparison.
-Don't over bloat the suggested power levels. That whole Rildo scene just made everything so bloated.
-Have everyone else at least be useful. I can see Vegeta and Gohan being useful and maybe Piccolo.
-Split the z fighters up to fight the Shadow Dragons. That way each character have have there own moments to shine.

- The wish that kicks off the series results Goku making Uub gather the Dragon Balls as part of his training. Instead of a second set of "Super/Black Star" Dragon Balls, I would simply the negative energy starting to overflow as the reason for the black stars, red Shenlong, Dragon Balls scattering in space, and Earth blowing up if they're not returned in a year. Goku would be turned into a kid because Shenlong would be evil due to the negative energy, and "curse" the first person he saw (Goku), thus turning him into a kid.
- No Buu/Uub fusion. SSj4 completely breaks Shenlong's curse, and Goku isn't a kid anymore when he returns to his base form. After Baby is defeated and killed, Dende seals the Dragon Balls so they can't be used anymore, and the negative energy can't get anymore out of control. This would basically coincide with him sealing them away from the DBO backstory.
- Fuck the Super 17 arc.
- Pilaf would, as in GT, finally find his way to Kami's palace after learning the Dragon Balls were gathered there. He finds them, and summons the Dragon. Goku knows this shouldn't be happening, so he investigates, and Shenlong, now in full asshole mode, splits into seven evil Dragons that must be defeated. Goku fights one (the 4 star one, obviously), Vegeta fights one, Gohan fights one, Gotenks fights one, Pan, Uub, and Mr. Buu fight one, Krillin, 17, and 18 fight one, and Yamcha, Tenshinhan, Chaozu, and Piccolo fight one. After all being defeated, they gather together and fuse into a more powerful one, and is defeated by SSj4 Gogeta. Goku makes a deal with Shenlong and leaves with him.
- I'd add one more arc, revolving around the Makaioshin manipulating Beers and Whis to wage full-scale war on the mortal realm. Maybe some new Super Saiyan form infused with mystical Dragon ki, as a result of Goku's time spent with Shenlong, could be introduced?

1. Have Pan be incredibly conflicted that as a female and a mutt, she feels looked down upon and relegated to being an observer. Give her a Vegeta-like drive to become stronger and prove her worth, and have this conflict play out over a large portion of the series, culminating in her achieving a level of strength that, while not enough to defeat the super bad guys, is young Gohan-like in its ability to strike an opponent off guard.
2. Relatedly, have Vegeta take notice of this, and to some degree he'd pull Pan under his wing to see just what she's made of. Possibly make Pan resent Goku for this, as he's just concerned with adventuring through space (an ironic and self-jabbing reference to Goku's "poor" parenting throughout DBZ).
3. Rework the SSJ4 concept. One thing I like about SSJ3 is that it is seen as an over-extension of a super saiyan's power, one that he can't really maintain and one that is very inefficient. As with the oozaru transformation, make SSJ4 an uncontrollable, unstable, rage-filled transformation of terrifying power, one that cannot possibly be equaled by even the strongest enemies, but one that has some kind of dire repercussions for reaching it. This would have a nice play out of the super saiyan hierarchy: full-power super saiyan as a natural state, SSJ2 as a combat form, SSJ3 as a desperate straining of the fighter's strength, and SSJ4 as something wild, bestial, and truly world-threatening.
4. Super 17 could've been a much more interesting concept if they'd had an Android 17 from both timelines fuse, one from Trunks' timeline and the other from the normal timeline. You could set this up in any number of bizarre ways, it just would've made the whole back-from-hell concept a lot more palatable.
5. Better fight animations and choreography! Everything is so slow and boring with these exchanges.
6. Someone said this earlier, but have Goku's SSJ4 transformation make him permanently adult. There's plenty of plot to work with at that point.

I like GT enough for what it is (the show has both "Dan Dan..." and "Hitori Janai", two of my favorite songs from the whole franchise), so there's nothing really major I would change about GT. What I would change is how it was aired in the U.S. No more "Welcome To The Grand Tour", no more "Lost Episodes, every episode would have been aired in order with Field of View's song up front or at least a newly recorded version with English lyrics (like on the box sets). Being that the show wasn't well received in the way they did market it, it certainly wouldn't hurt to have shown it in the original format.
