Gast specifically said he can't make dragon balls. In fact, that seems to be his main motivation to be in the tournament. He needs the dragon balls to restore his people.

Hmm...what he did to Freeza though was more of a freezing-in-place thing, he paralyzed him somehow. What he's doing to Boo is a little different.
That said though, if it's just chalked up to 'psychic powers', then that would cover up both effects nicely enough I suppose. Either way, I had completely forgotten about him pulling that on Freeza back in his universe.
