Just reviewed it. After fighting evenly for a bit and blocking Piccolo's blast, he compliments him, Piccolo gets a little look of shock, and then Freeza starts beating him up. Eventually he punches Piccolo into the ground, creating a crater, and Piccolo emerges with a few wounds. Then Piccolo takes off his weights and is now confident he'll beat Freeza. He either was toying with Piccolo before, making them appear even, or he powered up. Vegeta's and Krillin's comments suggest the latter.

I added a little power up. Though with Kaioshin i'm not sure with how much more than Piccolo I should do.

You can fit two distinct power-ups into Freeza's second form pretty easily. They won't be huge increases, but still noticeable. Here's what I have...


Freeza (Form 2): 1,100,000

Second Form Freeza- 1,000,000

Third Form Freeza- 2,000,000

I just like having Freeza's second form at exactly 1% of his full power. It's one of those things I do that doesn't have a logical point, but I like it because it looks neat.

Also, dbzfan, I still kind of think your gaps between 16/17 and Semi-Cell/16 are too small for the tanking and one-shotting depicted. I also notice that you don't have a level for the Cell that tanked Vegeta's kick?

The Cell that Tanked Vegeta's kick is anywhere between the rising and the one who fought Trunks. It's also why i'm pretty satisfied with the levels I got. you have Cell tanking Vegeta at 64%. We also have Piccolo stating 17's punch was weak which could factor into the other Cyborgs as well.

Huh? You have the one who fought Trunks at not even x1.25 as strong as Vegeta. How is that enough to tank his kick...?

I don't have as big of a gap as I believe Grade 3 is 100x Base while you have 125x base.

Because Vegeta was fighting sloppy and wasn't at tip top shape. Also gaps are all over the place without much consistency. The best we can do is try. Perhaps Cell shot up his power and dropped it without anyone noticing.

Equals? Piccolo seem sure of himself to win, I think a gap is required. I have:

I don't get how Piccolo can't be sure of himself when he's equal to his opponent.

Yea I agree.

Piccolo ( Weighted ) is slightly superior to Freeza's first power up.

It's implied that Piccolo ( unweighted ) is superior to Freeza's second power up.

I generally go by the same degree. Not much, but enough to warrant a transformation.

NOTE: A tiny bit of rounding is involved in these attacks to keep the numbers clean. If you want an in-universe reason you can dismiss it as varying states of energy usage, injury, and mastery.

OTHER NOTE: An old Weekly Jump issue gave the power level of Goku at the 23rd Tournament as 910. As I think that this fits the story quite well, I've chosen to use that as my baseline for the Dragon Ball numbers while dispensing with the pre-Z V-Jump numbers, which were littered with errors. I assume that Raditz read Goku's and Piccolo's suppressed powers as 408 and 416, and Goku's true power only came out when firing the Kamehameha. Otherwise the scouter couldn't sense him, just like how Nappa's scouter read all of the Earthlings at weaker than Raditz. Aside from the Dragon Ball ones, the only official numbers I ignored are the ones for the Armored Squadron and the V-Jump ones for Cooler, Broly, and Gogeta- the latter can work but I don't put a lot of stock into them, while the former are just flat-out wrong, since they have every single member of the squad considerably weaker than Gohan.

Doesn't make any sense that Piccolo is < Super Vegeta afte the RoSaT. The amp for the LG is very small as well.

I have him as strong as Grade II Trunks. Was there anything implying he was above that?

I don't buy the Kamehameha amplification being x2.22 either, mostly because it contradicts... every other example of ki amplification ever. I also don't think Toriyama intended fans to take that one example of amplification and come up with formulas for everything when he portrays ki amplification as much less powered up from that point on. He just chose a chose a random big number in between 400 and 1,000. So I just made Piccolo's LG strong enough to kill Android 17 and get tanked by Imperfect Cell.

And yes it is implied Piccolo is > Super Vegeta. Why ask if you stand a chance against a fighter if you are weaker than his previous opponents?

I don't know what the Viz line said, but in Herms literal translation, Piccolo has no doubts that he's a fly to Cell.
