Anyone actually know how North Kaio's planet is back in BoG?
Seriously, it's driving me crazy. I'm not sure if there was a discussion on this topic already, but we all know his planet was destroyed by Cell. I'm hoping there is a legitimate answer and it's not another plot hole.

I'm pretty sure it was a slip up in a similar way to Gohan's hair, in that it was kinda corrected before the movie came out. Kaio's halo is missing in the first trailer for the film, but it's present in a later trailer and the final film.

Very weird, it does acknowledge the presence of Kaio's planet in a way, but it doesn't draw the direct connection between it and Cell. You can use this to form some sort of explanation in your head as to why his planet's back though.In the film Dragon Ball Z: Battle of Gods, coming out in March 2013, a new god, the “God of Destruction”, appears. In this [book], Kaiō-sama and Kaiōshin-sama are described as “Gods of Creation”, but do they have the power to create things like planets?
Rather than Kaiōshin-sama making planets, he is able to provide the impetus for them to be born. Also, he will sometimes divide up one planet and increase the number of planets. He will even do things like create life-forms, or transplant them from another planet, but his basic job is to watch over the numerous planets. Because the number of planets is so very large, the four Kaiō-sama help him out as well. They intervene if it appears that the world’s balance will crumble, but normally, they merely act in an advisory role for new life-forms, and don’t get involved. In order to provide a balance to the constantly increasing number of planets, the God of Destruction destroys [them], but he does not act on Kaiōshin’s orders; he destroys according to his own individual judgment. Except, he is capricious, so he will destroy even an important world without a second thought, or when he finds it bothersome, let someone else act as an agent of destruction.

Their is no straight answer from the film itself, but I use one the interviews were Toriyama mentions that Kaio rebuilt his planet from a small part of it after Beerus blow up the larger one in a fit of rage. So some time after Buu was killed, Kaio got a piece of his planet and rebuilt it. That or Goku used the Dragon Balls to bring it back.

The fact is, it was destroyed by the God of Destruction!!
It used to be so big that its diameter was about 100 times that of Kaiō’s current planet. Apart from the size it was completely the same as it is now, with nothing but grassy fields and roads. Kaiō-sama enjoyed his hobby, driving, but then one day Birus, the God of Destruction, stopped by and they played a video game together (it was a car racing one). Birus lost, and so the planet was destroyed by the peeved God of Destruction. Kaiō then took a large leftover fragment, whittled it down to a sphere, and built a road on it so that he could have fun driving there. This became Kaiō’s current planet.

Doesn't he have the ability to materialize items like Kaio Shin? (I don't remember if he makes them appear out of nowhere in the story in a "poof" style)
Otherwise, he might have gotten a favor from Kaio Shins.
Depending on what counts as "the universe" for Birus' mission, Kaio might be free to have his planet (re)created - whether by his own power of through someone else's powers -, although some limitation in the power to materialize makes that only the small version can be recreated and not the original huge planet.
Maybe the Other World does not count as part of "the universe" mentionned in Birus' mission, making them free to recreate the planet. It could also be that its destruction was abnormal and unwanted, it's likely a planet from the Other World is not supposed to ever get destroyed in any kind of way, making it okay to fix that unlucky event as it would somehow restore the balance of Other World instead of unbalancing it.
Otherwise, he might have gotten a favor from Kaio Shins.

Here is what I said.
Yes I know Kaio can make new planets and re-create planets from small pieces. But him re-creating it is a no no. Him making a new one. Sounds cheap and most likely just like Gohan's hair was added at the last minute and I mean the VERY last minute.A simple guidebook statement, Interview, or even hinted would have made me agree. But I think they honestly forgot it blow up. I mean unlike the first time it blew up. There was NOTHING left.

IIRC, he created that rock that he threw at Goku when practicing the Genki Dama.
