MIGHTIEST WARRIOR
First Appears: Vol. 41
In order to defeat Majin Buu, he had his dormant power drawn out by the Elder Kaioshin. Even without becoming a Super Saiyan, he has power surpassing Gotenks.
You should do more research, gohan was originally gonna be the hero of the buu saga but toriyama changed his mind at the end and had to nerf buu, goku was surpassed when ssj gotenks appeared so goku was fodder in the buu saga with his sons being way above him

To answer the topic question though, here is where I have Fat Buu.
Fat Buu: 12-36(His anger makes his power vary)
SSJ2 Goku and Majin Vegeta: 8
Pure Evil Buu: 27
Good Buu: 9
Evil Buu: 180
Pure Buu: 30
Mr Buu: 12

Well....unless you say Manga is the only defined(100%) canon with Battle of Gods and YSGAFR being debatable but this isn't the time for that.

Not even the manga is stated to be canon. There is no defined canon in Dragon Ball. People are allowed to pick and choose whatever they want. I operate on a Multiverse theory that makes everything canon, within reason.

There is a title page during the Evil Boo-Gotenks fight that asks which one of them is the strongest in the universe, so clearly Goku is not in that league according to the guy who made the comic.
