I'm still waiting on a translation of the second volume of the Perfect Files to actually serve judgment on this tidbit other than it doesn't seem to align with what Toei clearly intended with the statements they put into the show.
It is Toei and would't be the first time they contradicted.

I think BOG is not canon to GT since Pilaf is super old in GT and Gohan can turn into Mystic Gohan when he never transform in that form once in GT. I only view BOG canon to the manga since nothing from the movie was never seen or mention again in GT. I know GT came out first, but I'm looking things in a universe stand point of view.

Well, I imagine the general "SS4 Goku is super strong!" for Goku, and I don't think anything would be said about Vegetto because there is no reason for Vegetto to be mentioned, since this is a GT guidebook, and Vegetto is not in GT.

Why Dragon Ball Consistency in something such as power levels matter!

An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.

Wait I have a question. In matter of fact it's an issue. Say Raditz somehow turns SSJ4. Since Raditz didn't train his tail does that mean when you pull it would it affect him or revert him?

I guess that's what will happen, since Vegeta (doesn't have a tail) can't turn into a SS4 on his own, while Goku can do it on his own (has a tail).
