If Goku had kept the power, then Oob & Vegeta would be completely irrelevant for him even after 100 years, and he shouldn't be able to go beyond Super Saiyan.
If DBZ ever does end for good, make one final movie and have it be Goku and Vegeta's final battle. A hour and a half of just pure nonstop fighting between them showcasing base form to SSJ4 in one epic battle. How cool would it be to see them go out in SSJ4 mimicking their first beam struggle on earth?
I think the power that Goku has absorbed in his base form is not permanent, but he doesn't need to do the ritual to turn SSJG anymore. He can do it at will. He did that without the ritual to repel Beerus' energy ball.

I can't see how Goku would think Oob could beat him if he kept SSJ God. Nobody would be on par with him and he may as well try and get some training from Uis.

An author can do whatever he wants with the characters, that's not false. But the author should also have the responsibility to make sure it fits in cohesively with the other events in the narrative he has created.
I mean it has not been stated if Goku will keep the power forever. Goku was exhausted after fighting Bills, so if Goku can still use the power after being healed, it's probably permanent.
He was able to transform a second time, seriously how hard is that to understand? Was Goku not able to turn SSJ after being exhausted?

-He retained the power only shortly after getting it. That doesn't mean he'll keep it in the long run.

He didn't try to transform again to SSG before, but he didn't even notice he had returned to normal. When he did, he soon becomes Super Saiyan God again to repel Beers's attack after his friends cheered him on.
No, otherwise he wouldn't be excited about Uub at the EoZ. And Toriyama said Goku at the beginning of BOG is stronger than any other version of Goku. sooooooo...
Goku never got far above Pure Buu at all.

For me, Oob's power was slowly rising, until the final Kiai, which unleashed his full power, which was what Goku wanted to see.
The way I see it is that Goku was obviously playing around, while of course Oob was serious. Yes the fight was short it and even the entire time. Though I can buy that his power was increasing as the little skirmish dragged on but I seriously doubt that what Oob displayed was even a tenth of Kid Boo's power.
I'm one of the GT defenders and even by that point in the story ( 28th Tournament) I don't think Goku would be smiling if he was in base form and took a Kiai by someone as strong as Kid Boo.

I don't think any have, but there is no reason they can't. The Kikoho is just a super concentrated Kiai, and that was designed as the ultimate technique for a school of assassins. Pointless if it wouldn't kill...

You are right. I was falsely recalling Daizenshuu saying that it only sends the opponent flying around.
But still, I can't find any other explanation about Goku saying that maybe none of them would win (and since he included Mr. Boo, it means that he, Goten, and Trunks wouldn't fight only in base if they needed to go Super Saiyan), and then saying that Oob was as amazing as he expected.
