I wouldn't say Gotenks is stronger than Boo just because Piccolo makes a positive comment about his power, though I have no issue with Super Saiyan Gotenks being that strong.
Buu's ki is like a lie, it is hard to tell how strong he really is, base gotenks post is on the same level as initial super buu but is way below super buu at full power

Super Boo never fought Base Gotenks at full-power. He didn't even take him seriously and actually asked if he could attack. Base Gotenks certainly isn't anywhere near as strong as initial Super Boo, who had no noted power-up in-between the time he was formed and the "battle" with Base Gotenks. Piccolo was just very hopeful, while overrating Gotenks in the process.

You put way too much stock in a gag character. Ssj Gotenks shouldn't be that far above Ssj3 Goku at most.
