Actually, this came from a previous question that asked IF Goku got Super Saiyan 5 (and that would make True Super Saiyan 4's power his normal form's), couldn't he use a Kaioken x20 for a bigger boost than Super Saiyan 5 (that is 14 times if I'm correct?)?

What if Goku gets SSJ5 and in his base form(Because it's the same as his TSSJ4 form) uses x20Kaioken. Does that mean he's stronger than a SSJ5?
He would likely be stronger for whatever brief moment he used the Kaio-Ken, yes. But the sustainability is key. Also, he would only be stronger than a normal SSJ5, not Rigor.
Rigor had higher form multipliers to go along with his Zenkai boosts for being the Legendary Saiyan. In normal Super Saiyan, he gained a 55x boost. As SSJ2, he gained a 110x boost. In SSJ3, he gained a 440x boost. In SSJ4, he gained a 4,400x boost. In ASSJ4, he gained an 8,800x boost. And in TSSJ4, he gained a 26,400x boost. This means that when he first gained the SSJ5 form, it boosted his base strength by 396,000x, then he only gained the 15x multiplier beyond that. But his form gradually increases his own chi beyond the 15x multiplier, so his strength is even greater.
In laymen's terms, this means that, while Goku and Vegeta may obtain SSJ5 and be able to control its power more easily, Rigor will always be more powerful than them when using the same transformation, simply because he continuously gets stronger, while they would not.
