We don't really know. I would say Dr. Slump Arale as they got other manga characters so why not normal Arale. Not sure if Boo can absorb her. If he could she would probably fuck up his body somehow as she is a gag character.

I specifically said power for a reason. Freeza could do that with an energy attack. Furthermore, these are entirely different universes. Is the Solar System set up the same in this as it is in DBZ or heck in the real world? Hell no. Planets are really close to the sun which is only about 10 times larger than Earth in that panel. Even furthermore, apparently the Sun is "breakable" in this universe. Had Arale preformed that feat under DBZ's universal rules, regardless of whether it's a gag, I would accept her ability to break planets with a single punch. I, however, cannot take the claim that she can knock someone around the Solar System seriously since her universe operates on different sizing and rules.

The artist draws ugly in panels where he/she wants to convey some humor people.
It is on purpose.
I don't get it or like it, but that is the most logical explanation.

The last panel's art is a little off, but I'm willing to forgive it just due to the reactions themselves being hysterical and fitting.

There's nothing wrong with that panel. Her face is coherent with the point of view.

And, as it has been mentioned, the artists draws silly and awkward facial expressions on purpose when something silly happens.

I'm going to have to agree here: Just because it's "silly" doesn't mean it doesn't look -bad-. You can do goofy, silly, weird, kooky, and funny while still being well drawn. This artist does not seem to be able to do this, mostly because the artist isn't really all that good. All of their art for the characters uses references from the manga and show, so when they have to draw something more original and goofy, they have nothing to work with. As such, it looks dramatically lower in quality.

Something else you'll notice is that the artist rarely ever incorporates dynamic angles. It's usually static shots from the front, back, side, etc. The framing is boring and it's all so... boring.
