It's true, this line does not specify an object at all, though Freeza is the implied object here seeing how Beers had just asked if Goku beat Freeza. But if you want a literal translation with no additional info besides what is specifically given in this sentence in Japanese...今の君には倒せそうもないけど…

To me, it's very obvious that Birus could have blown up the Earth and chose not to do so. The way Goku smiles saying "Lord Birus..." with a smile like "that decision you just made, what a nice surprise, I'm glad you likely changed your mind".
The way the scene plays overall, with the way characters move and speak, leaves not a single doubt to me that Birus just found an excuse to change his mind without directly acknowledging that. Because he likes his new potential friends, the strange warrior that Goku is, and the idea of coming back sometimes for some pudding.
