DB is hard... I love the 22nd Budokai to 23rd Budokai because it just and gets better and better.

I'd probably say the Saiyan-Freeza from Z because it felt like one huge connected arc.

Everyone has their moment to shine, terrific choreographed fights that aren't just beam spamming/one-sided fights, some real tension, Kaio and Ginyu Special Corps humour, gripping story...

GT, while the Baby arc probably is better planned I love the Evil Dragon arc best. The animation is beautiful, I love all seven dragons, the ending is perfect.

As there is this progression in each animated series, I love the climaxes and last arcs. Because those are usually climatic and as they are last, have the biggest challenges and the thrilling ending of being the last part of the series.
My favorites are Piccolo Jr. arc and Buu arc.

Dragon Ball is itself a saga as a whole, not in parts.

If you want to ask which ARC (look up dramatic progression/structure) is my favorite, it's the Artificial Human/Cell arc, because of its creative use of time travel, interesting twists, Piccolo's temporary return to relevance, the RoSaT concept, Goku actually spending time with his son, pretty much the entirety of the Cell Games, Gohan coming into his own, Goku staying dead because he's a trouble magnet, and Norio Wakamoto (in the anime).

The Pilaf arc, by far Toriyama at his most creative. It was all downhill from there.

Dragon Ball Z: Tie between the Freeza and Cell arc. For the Freeza arc, I love how all the characters were used, the villain was a real threat and there was a sense that it could be possible that Goku couldn't beat Freeza. I also enjoyed the Cell arc for the time-travel, Piccolo's role and how Vegeta slowly warmed up to Future Trunks.

Dragon Ball GT: The Baby/Bebi arc. Things are moving ahead, plus the fact that Bebi possessed Vegeta and the others made things interesting to watch. The last arc is a close second, especially with the idea that using the dragon balls too much would actually be a bad thing.

i would say frieza saga mainly because that was when i say goku go super saiyan for the first time, then Majin buu Saga because they become so powerful plus mystic Gohan and SSJ3 Goku :D

DB: Piccolo Daimao Arc. Piccolo is one of my favorite characters and the showdown between Piccolo and Goku is just epic.... both times!
DBZ: I always have a hard choosing between the Freeza and Cell arc so I'll just give my reasoning for both. The Freeza arc is great because Freeza was basically the biggest threat ever. He was calm, collected, and could kill you with the flick of a finger. Freeza was so strong that people had to work around him. No direct confrontation, just sneaking around and gathering dragon balls. However, when Freeza found them, shit got real. It was a great arc. The Cell arc is great because Cell's concept was genius, Vegeta goes SSJ, the introduction of Trunks was just badass, Spirit vs Spirit, and the best death of a main villain in the series. I get goosebumps every time I see Gohan going all out with that Kamehameha.
DBGT: Obvious choice is obvious; the Bebi Arc. This is the only "good" arc in GT IMO. Bebi was a cool concept, a Tsufru reborn in the body of a metallic parasite. He seeks revenge over the last remaining Saiyans and wants to reestablish his race by possessing all other races in the universe. The dude was freakin evil. This is also the first time we get to see SSJ4. One of the few things GT did right.
Vegeta: "Funny... I seem to recall Kakarot being fed the same information right before he transformed; the distinct look on your faces when he went Super Saiyan didn't exactly inspire confidence. One does not predict or calculate power like ours."

Well, for me, the quality of the arc is determined almost entirely by the villains. They're the real reason I'm a fan to be honest. With that in kind:

Dragon Ball: King Piccolo, no contest.

Dragon Ball Z: Buu, for reasons I've stated.

Dragon Ball GT: Baby. He seemed like the only villain you could really take seriously and hate on a personal level, but also the only villain who really had a backstory and motivation.

I think my favorite may actually be the Boo arc. It has some of the best fights in the series, great character interactions and a good mix of action and humor. On top of all that my first real experience with anime was watching the Boo episodes on Cartoon Network (it took forever for our cable provider to pick up CN) so it will always hold a special place in my heart.

For me, its a tie between Cell & Buu Arc.

Both has its share of flaws.

While Cell Arc was definetly one of the series peak, it lacks on entertainment quotient. Cell Games particularly. The pathetic final fight, SS2 Gohan vs Cell was huge let-down.

Buu Arc is superior to Cell Arc when it comes to entertainment.

The fights were fantastic (Chou Gohan vs Buutenks, SSJ2 Goku vs Kid Boo, Majin Vegeta vs SSj2 Goku), genuinely funny (Mr.Satan, Kid Boo), the series return to its roots with magic, demons, afterlife ( Boo, Babidi, Kaioshin, etc).

The Frieza saga closely followed by the King Piccolo saga. Both were pretty dark and had some great fight scenes and many memorable moments.

I like the Buu saga a lot. It wasn't until here that I started to like Gohan, Goten and Trunks bring plenty of enjoyable comic relief (as does Great Saiyaman), Vegeta gets some significant character growth, Videl is one of the best female characters in the series, Fat Buu is unique since he kills because he doesn't know any better and his eventual friendship with Mr. Satan is great. SSJ3 is my favorite Super Saiyan form too, and I think some of the best scenes in general are in this saga. I know people don't like how Gohan gets the shaft when it comes to saving the world, but I view that more as a shortcoming of the series (if that makes any sense). I think this saga is good despite its flaws, much like the series itself.

Of all time? Damn that's hard. If I can only pick one, I'd say the Piccolo Jr. Saga for Dragon Ball. Namek/Freeza saga for DBZ. And tie between Super 17, and Shadow Dragon saga for GT (only because I think Super 17 is cool as hell, The latter of the two saga is just better in general)

For DB? Would probably say the tenkaichi budokai arcs as that's when I found it the most interesting, red ribbon was kind of boring to me.. for DBZ? Easy, the Namek arcs.

Saiyan arc by far. It serves as an excellent finale for what preceded it, and I feel this is as far as it got before getting too crowded.
